This research is based on the era background of changes in the major social conflicts in China in the new era and the specific development phase in which the urban development model has undergone profound changes in the context of new urbanization.Meanwhile,The Central City Working Conference has proposed the new requirements for “planning-construction-management” of the city.Under the new requirements,attention has been paid to shifting the focus of urban planning from “incremental planning” to “inventory planning” and the reality that urban space management and governance are faced with multiple real-life difficulties.This paper tries to explore the theoretical basis for using planning techniques to intervene in urban space governance and attempt to construct a planning method that optimizes the built-up spatial order by guiding space activities.The research starts with the perspective of urban planning and urban management to study the status quo and contradictions of China’s urban space governance system.The existing methods of urban space governance in China are dominated by top-down management,and there is still room for improvement in the space guidance for precision.There is an extremely urgent need to improve the level of urban space governance from the aspect of the construction of space rules and the optimization of law enforcement methods.From a theoretical point of view,urban public space inherently has the attributes of public resources and eliminating nuisance and negative externalities is also the basic requirement for spatial planning of urban planning.Therefore,taking urban planning as a technical means to include urban space governance is both necessary and feasible.The goal of urban planning needs to be gradually shifted from paying attention to urban space construction to considering space governance issues.The study draws extensively on the institutional and technological experience of urban space governance in developed countries such as the United States,the United Kingdom,and Japan,and draws lessons from urban planning and management laws and regulations.At the same time,the frontier exploration work in the field of space governance has been also studied and analyzed.Judging from the current practical experience,China still lacks systematic and standardized governance methods in urban space governance.Based on this,this study adopts the observation and space annotation of the typical spatial scenes of various functional spaces and analyzes the spatial issues from the phenomenon level to clarify the basic characteristics of spatial conflicts.On this basis,the basic principles and contents of planning plan for space-based governance were discussed at the level of planning and preparation,and a dual-dimensional spatial governance guidance model combining physical space and behavior-time period was constructed.Various types of functional space governance were proposed according to the above system.The basic model has made some explorations of the construction of space governance standards,providing basic technical basis for planning practice and exploration.On this basis,this study takes the Xuanwu District,a typical district of Nanjing’s space governance,as a case to carry out related explorations of urban space governance planning practice.On the basis of fully considering the particularity and typicality of space governance in Xuanwu District and combining with the inherent demands of space governance,a spatial governance guidance model from problem identification and spatial recognition to the “macro-medium-micro-level” three-level guidance is constructed which basically verifies the operability of the previous theoretical research and proposes a feasible path for future spatial governance planning.
