With the advancement of China's electricity deregulation,the process of power marketization has begun in various aspects.It is well known that the frequency regulation ancillary service is essential for the safe and reliable operation of power system,while the current implementation mechanism contains some practical contradictions between compensation standard and the value of ancillary service.Considering the frequency regulation marketization is the important part of electricity deregulation,this paper designs the trading mechanism of frequency regulation ancillary service,combined with the power market development in China.The specific contents are as follows:Firstly,this paper tells the implementation and research status of frequency regulation market in detail.Considering some implementation problems of current situation,as well as the requirement of related deregulation policies,the paper analyzes the trend of domestic power market,and predicts the general process of frequency regulation marketization,which mainly consists of planning process,long-term electricity contract decomposition process and mature process.Secondly,based on the machine learning algorithm,the forecasting methods of frequency regulation reserve capacity are proposed.With the mapping relationship of multiple factors between power network input and unit equipment output,the paper trains the supervised prediction model with large-scale historical data,and compares the accuracy of various algorithms such as linear regression,decision tree,support vector machine,Gaussian process regression and others.The machine learning algorithm greatly reduces the forecasting workload and experience error.It is suitable for the frequency regulation demand capacity situation of huge data and uncertain computing methods.Thirdly,considering the specificity of long-term electricity contract decomposition,the decoupling mechanism of frequency regulation market is presented.In order to standardize the feature scales on the different dimensions of the original performance index,as well as reflect the compensation difference,this paper normalizes units' performance factor with market threshold,so the concept of effective capacity is updated.The clearing model of frequency regulation market is established with effective capacity.Under two modes of long-term single frequency regulation market,and the long-term and day-ahead coupling market,the electricity contract decomposition model is set.The reasonable compensation mechanism is verified according to the example simulation.Finally,based on the coupling characteristics of the spot energy market and the frequency regulation market in the mature stage,the paper establishes the trading model under the joint and non-joint clearing modes.With multiple parameters such as market concentration,supply-demand ratio,supply demand elasticity and others,the evaluation model of market effectiveness is determined.The examples simulate the clearing results of units under the typical case of revise mechanism.
