The development of distribution and sale business in electricity market must be based on a clear distribution pricing mechanism.Especially in the new situation of the continuous improvement of distributed energy penetration rate,it is particularly important to guide the optimal allocation of distribution network resources by means of price.How to formulate distribution network price that can not only realize the recovery of distribution cost,but also provide necessary economic information,so as to guide the efficient operation of distribution network and rational resource allocation,has become an urgent research topic.On the basis of defining the full-cost nodal price of distribution network,this paper mainly discusses the calculation of distribution access price based on Ramsey criterion,the solution of distribution cost allocation considering reactive power and the calculation of full-cost nodal price based on optimal power flow.The main research contents are as follows:Firstly,the concept and composition of distribution full cost are analyzed and clarified,which is considered that distribution full cost is divided into three main parts:generation cost,distribution access cost and distribution network using cost.Then a calculation method based on Ramsey criterion is proposed aiming at the access price calculation.Referring to the Office of Telecommunications model in the regulation method of telecommunication network access pricing,the calculation model of access pricing based on Ramsey-Boiteux economic principle for incremental distribution network access to transmission network is established,which discusses the method of adjusting the long--term marginal cost of transmission network to ensure the cost recovery of transmission network and to promote market competition on distribution side.Secondly,aiming at the problem that reactive power can not be ignored in distribution network pricing,a distribution cost allocation method considering reactive power effect is proposed.This paper establishes a full-cost nodal pricing model for distribution network with the goal of maximizing social benefits,and calculates the price elasticity of reactive power demand by normalization method.Subsequently the basis of node cost adjustment based on Ramsey criterion is determined.At the same time,considering the influence of power transmission loss of distribution network,the calculation of the full-cost nodal price of distribution network is realized by optimizing the solution.Then the effectiveness of introducing reactive power to allocate distribution network cost is further analyzed.Finally,aiming at the pricing method of distribution network with large-scale interconnection of DG,the optimal power flow model of distribution network considering DG and reactive power adjustability is established.We use the second-order cone relaxation method to solve the problem,and obtain the marginal price of each node.Then the Ramsey criterion is further applied to allocate distribution costs to form the full-cost nodal price of distribution network with DG access.This paper discusses the effectiveness of the pricing method by analyzing the changes of the full-cost nodal price of distribution network under different scenarios of DG access.and compares it with method based on power flow tracing method to analyze the role of the pricing method in regulating users'electricity consumption behavior and other aspects.All in all.distribution pricing is of great significance in the reform and development of current electricity market.In this paper,some progress has been made in pricing of full cost components of distribution network.The full-cost nodal pricing method proposed by this paper is conducive to providing correct economic signals to market members and promoting the coordinated and interactive development of source-network-load of power system.
