The scale of expressway construction in the difficult mountainous areas in w estern China has been increasing,and it has obvious characteristics of high bridge and tunnel ratio.The problem of driving safety has also been continuously revealed,and emergencies are frequent.Due to the high-speed and dangerous road sections in the mountainous areas,the difficulty of emergency rescue is correspon dingly increased,which also causes the national departments to pay attention to the high-speed emergency rescue work in mountainous areas.The emergency rescue of highway accidents is also a relatively complicated and large system.There are many deficiencies,especially the lack of research on emergency transportatio n and rescue technologies for mountainous highways.In view of this,this paper relies on the Chongqing Traffic Science and Technology Project “Study on the Key Technologies of Operational Safety Risk Prevention and Control in the High-speed High-bridge Tunnel Section of Mountainous Areas” to carry out emergency traffic and rescue methods covering mountainous highways and high-rise bridges.The research on key technologies such as the layout mode of mountain highway monitoring and early warning system,the high-speed emergency access system in mountainous areas,the high-speed emergency traffic organization mode in mountainous areas,and the special plan for tunnel fire accidents have achieved the following research results:(1)Based on the analysis of highway emergency mechanism,this paper defines and classifies highway traffic emergency events.Aiming at the common emergency accidents of mountainous highways,further analyzing the main hazard effects to determine the evaluation indicators,combined with the common accident level evaluation methods of ordinary highways,and constructing the "key indicators + multi-index comprehensive evaluation" mountain high-speed emergency rating method,and Perform an example verification.(2)The mountain highway monitoring and early warning system was constructed,and the “key point monitoring” scheme was proposed to study the layout mode of the external field monitoring and early warning equipment.The cumulative accident frequency method and safety evaluation method were proposed for the identification of key points.Finally,the actual mountainous high-speed project-Chengkai Road will be developed to monitor and warn the external equipment layout plan for implementation monitoring in the later operation state.(3)Innovative introduction of construction access roads and emergency openings of highways such as temporary roads with local road networks to construct a complete high-speed emergency rescue passage system in mountainous areas,focusing on the research and setting of the setting standards for the internal tunnels of tunnels in the system.The optimal width under various driving conditions;based on the emergency access system,the emergency traffic control section of the mountainous highway is divided,and the emergency traffic organization model is studied for the classification of bridges,tunnels and general road sections after an emergency.(4)Based on the high-speed monitoring and early warning system in mountainous areas and the emergency traffic organization mode,the emergency plan for the fire accident of the Changda Highway Tunnel was studied.Taking the Qiliangshan Special Tunnel on the Chengkai Road as an example,a special emergency plan for fire accidents was formulated.
