The detection and management of illegal building in cities and towns is an important task of the urban planning department.The development of “3S” technology has provided new ideas for accurate and effective illegal building identification and supervision.Building feature extraction and illegal building detection are a difficult problem in the field of image processing and recognition,and related mature technologies need further study.From the perspective of reducing the management cost of urban planning departments and realizing the modernization of law enforcement,the theory of surrounding building identification,the theory of illegal building identification and mobile law enforcement technology are discussed,and related solutions are discussed.Illegal building detection generally uses two images of different phases to extract buildings separately,and then carry out building change detection.The detection effect of this method mainly depends on the accuracy of building extraction.In this paper,the single-temporal remote sensing image is used to detect the change of the building and the town planning map data,so that the error caused by the building extraction can be reduced in a certain process,and the recognition result is applied to the mobile terminal.The main research focus of this paper is as follows:1.Improve the morphological mark watershed algorithm.(1)Image enhancement processing is performed on the original image.(2)Extend the Sobel edge operator to four directions for gradient calculation,and preserve the edge information of the image as much as possible.(3)Optimize the gradient image with the shaving threshold,and finally use the improved algorithm to complete the extraction of the building.The algorithm has a building detection rate of 95%,a leak ratio as low as 5%,and a false detection rate as low as 3%,which satisfies the basic needs of building extraction.2.An illegal building identification algorithm combining GIS buffer strategy is proposed.Exploring the advantages of geographic information system and its application in urban planning,this paper deeply analyzes the impact of spatial data model and vector data accuracy on change detection,describes the logical representation of illegal buildings,and uses the buffer to extract vector layers from buildings.Erasing analysis can effectively eliminate the impact of false detection,and experiments based on vector data for illegal building identification.3.The illegal building identification results are detected by the mobile terminal.This paper realizes the function of illegal building law enforcement platform for mobile terminal,and strengthens the correlation between mobile terminal subsystem and law enforcement system.It makes the working mode of satellite radar,data center and mobile terminal interworking become reality and realizes the modernization of law enforcement.
