With the increasingly aggravation of energy shortage and environmental pollution,the penetration of distributed photovoltaic(DPV)generation in distribution network systems has been constantly improving.The optimal distributed generation planning problem and the operation control problem in distribution network systems are interrelated and interact with each other,while the optimal layout and allocation of high-penetration DPV have a significant impact on the operation of the system safely and economically.In view of this,the operating performance index of the power system and the feasibility element of zonal control are introduced into the optimal planning process of DPV,and the concept,idea and research method of DPV cluster-based planning are proposed.And then,on the basis of hierarchical and partitioned network structure,a bi-level distributed generation cluster-based planning model is established for the deterministic scenario,in order to solve the distributed generation planning issue based on cluster partition.The specific content of this paper is as follows:1)On the basis of summarizing the relevant concepts and partitioning indexes of distributed generation cluster and the programming models and solving algorithms of distributed generation planning,the related concepts and planning ideas of DPV cluster-baesd planning are introduced.After that,the necessity and advantage of cluster-baesd planning are discussed from the aspects of local absorption of grid-connected DPV output,the correlation between distributed generation planning and cluster control issues,and the choice of connected location for energy storage system(ESS).The above theoretical analysis has laid a solid theoretical foundation for the establishment of distributed generation cluster-baesd planning model and the study of programming methods subsequently.2)On the basis of the partitioned network structure,a distributed generation cluster-baesd planning model is established by adopting the hierarchical planning strategy and bi-level research framework.The effectiveness of the model and method is verified by the simulation study of actual distribution system.Furthermore,a comprehensive index system is set up,and the simulation results are analyzed and discussed in detail with the operating performance indexes of self-balancing,permeability and node voltage quality.The proposed model and research method of distributed generation cluster-baesd planning in the optimal layout and configuration stage,considering the operating performance of the system and the feasibility of zonal control,provides an effective solution for large-scale grid-connection of renewable energy and local consumption of DPV output.The distributed generation cluster-baesd planning model and solution method proposed in this paper provide an effective modeling idea and solution method for the distributed generation planning,especially for the research on the siting and sizing of DPV with high permeability in distribution network systems.At the same time,it further provides theoretical support for the research on the coordinated optimization of grid-connection planning and cluster partition.
