| With the acceleration of urbanization,urban rivers,lakes,reservoirs,wetlands and other water bodies are not only responsible for the production and living of residents,but also play the role of flood control and drainage,sheltering rainwater,and improving the city.The local microclimate presents the water landscape,improves the quality of the living environment,and indirectly enhances the value of the surrounding land resources.In some cities,blindly landfilling water bodies during the development process and carrying out illegal construction have caused the urban water environment problems to be very prominent.Delineating the urban blue line not only can coordinate the protection and development activities of the water system and surrounding land areas,but also play a rational role in the social,ecological and economic functions of the urban water system,and also plays an important role in promoting the construction of the garden city.This paper carries out the blue line planning study of the central urban area of Jinzhai County in the mountainous county town of Anhui Province.The results obtained are as follows:(1)Analyze the related concepts of blue line protection planning,summarize the theory and practice of ecological planning and blue line planning related to water system at home and abroad,and propose that relevant research and practice are mostly limited to the general definition of blue line,ecology The concepts of blue line and flexible planning only stay at the theoretical level.(2)Anatomy the problems and causes in China's blue line planning and planning implementation and management,and propose solutions to the problems.The existing problems include:focusing on the hard line delineation,ignoring the ecological protection,the preparation of the results are not standardized,and the blue line management protection is not in place.And from the two levels of system and planning,reflect on the reasons for the problem:the ecological blue line concept is not well embedded in the actual planning;the overall wading department and related planning is not enough;the later management and protection system is not sound enough..Proposed a reasonable way to solve the problem:First,pay close attention to water resources and protection and utilization;secondly,comprehensively understand the flood control facilities such as dams and the status quo of construction land in order to flexibly define the blue line;finally,the planning unit should promptly contact the local government.And relevant departments to communicate,so that the blue line planning for the later coordinated management.(3)Carrying out the analysis of the status quo of the water system in the central urban area of Jinzhai County,analyzing the current situation of protection and management of Jinzhai County,understanding the background data of each water system,and clarifying the scope of protection for the central city of Jinzhai County.The protection targets are 8 rivers such as Shihe,Shihe Ganqu,Hongjiahe,Panjiahe,Sanchahe,Nansanluhe,Jingtianluhe and Dongchonghe in the central urban area.(4)Defining the control blue line of the water system in the central urban area of Jinzhai County,formulating the guiding ideology and principles of the blue line planning,and then coding the division,and delineating the blue line according to the attributes of rivers,lakes,and ponds,to Beijing 54 The coordinate system is the standard,and the boundary coordinates are marked on the drawing.In particular,it is necessary to clearly mark the position in the area that overlaps with the road or important structures.(5)After the blue line is demarcated,according to the "City Blue Line Management Measures" and other laws and regulations as well as the actual situation of the Jinzhai County city,the relevant blue line planning safeguard measures will be established to implement the land and structures inside and outside the Blue Line for the future.The direction of management guidance also sets guidelines for the relevant departments and urban residents. |
