| As the backbone of the comprehensive transportation system and one of the main means of transportation,railway is the main artery of the national economy,key infrastructure and major livelihood projects,and plays an important role in the economic and social development.China has built an advanced high-speed rail technology system in the world and a high-speed rail network that accounts for half of the world’s total mileage,which has become an important foundation for promoting China’s economic and social development.Under the background of the rise of high-speed rail economy,the "road contention movement" of local governments along the planned routes of new high-speed rail frequently appears.In recent years,the competitions among local governments to set up transit stations for high-speed rail lines has been frequently reported and has become a public issue of widespread concern.Taking the competetion of beijing-kowloon high-speed rail station‘s construction between PuYang city and LiaoCheng as an example,to study the relationship between local government and the parties,during the establishment of high-speed rail stations under the background of high-speed rail economy.This acticle from the scene-structure-action three dimensions to analysis the form,generation mechanism and its effects on the parties of this big competition made by PuYang city on the Internet.The study finds that the rise of high-speed rail economy makes local governments regard it as a political achievement project to promote local economic and social development,and it’s also a situational factor to trigger local governments to set up stations for competition.The lack of discourse power of local governments and the unsound coordination mechanism in the high-speed rail planning system are the structural factors for the competition of local governments’ high-speed rail stations.The spreading power of public opinion under the Internet technology is the action factor of the competition of local government’s high-speed railway station.The essence of the competition change into a big competition is the disordered competition among the governments,which has a great impact on the authority of the government image.The local government should make rational judgment on whether to initiate and participate in the competition for the establishment of high-speed railway stations from the perspective of high-speed railway economy.Promoting the democratization and scientization of high-speed rail planning system and establishing and improving the coordination and consultation mechanism of high-speed rail planning will help alleviate the collective anxiety of local governments in the race to set up high-speed rail stations.Constructing the mechanism of citizen’s participation and public opinion’s guidance will help the local government to appease the social emotion in the high-speed railway station.The research on the local government’s big competition in the high-speed railway station shows the complexity of the local government’s behavior choices,and enriches the theoretical boundaries of local government research under the multi-level governance system.Railway system reform need further high-speed rail planning system.In the system,the relationship among Railway Corporation,Railway Planning Research Institute and local governments,should become an important consideration in the research of local government,or providing high-speed rail economiy promoting regional economic and social development and orderly competition between local governments some practice guidance value. |
