The balance between active power and power load in power system is very important.Automatic generation control(AGC)is responsible for active power control and has become one of the necessary means for power grid dispatching and operation.In order to evaluate the performance of AGC active power control and guide and regulate the safe and economic operation of each control area,it is necessary to establish an evaluation index of active power performance.Aiming at the existing problems of control performance price standards,this paper constructs an AGC performance evaluation index suitable for complex operation scenarios of regional power grids.Firstly,in this paper,according to the principle of control performance standard(CPS),the energy storage index(ES index)is designed considering the joint output of AGC units and energy storage for frequency balance.ES index encourages energy storage area to provide power support for active power control area without energy storage,which is suitable for evaluating the performance of active power control area with energy storage.Secondly,aiming at the situation that HVDC system participates in active power control,combining with the principle of CPS standard T standard,this paper puts forward a performance evaluation index of HVDC cooperative participation in multi-area interconnected power grid tie-line power control,referred to as DC transmission index(DT index).This index considers the output of HVDC system participating in active power control and the control area responsibility for multi-tie lines,so as to restrain the power fluctuation of AC lines.The last,based on the established ES index and DT index,the comprehensive index(C index)was established.C index solves the problem of AGC control performance evaluation under complex operation scenarios including wind power grid connection,energy storage load and AC/DC hybrid transmission.Finally,the guidance of C index,CPS standard and T standard for active power control is analyzed through simulation,and the superiority of C index is verified.
