| Performance evaluation is a comprehensive evaluation of the use of scientific evaluation methods,quantitative indicators and evaluation criteria,the achievement of the performance objectives determined by the central department to achieve its functions,and the implementation results of the budgets allocated to achieve this goal.The process is to compare the current performance of staff with the performance standards required to be achieved.Performance evaluation is based on collective strategic goals.It sets performance plans for organizations or individuals,and then uses objective and reasonable calculation methods to evaluate various aspects of individual performance in the performance implementation process,which not only motivates employees but also improves the level of organizational performance evaluation.Based on the National Highway 569 Mandela to Datong Highway Ningke 1 project(Hereinafter referred to as Manda 1 Bid),the paper systematically analyzes the current performance evaluation of the Manda 1 project with the combination of theory and practice.And the main problems in performance management concepts,evaluation indicators,planning,implementation,feedback and application are put forward.By analyzing the objectives,principles and main contents of project evaluation,it is determined that the analytic hierarchy process has good applicability for determining the weight of performance indicators of highway construction projects,and the analytic hierarchy process is used to determine the weights of performance indicators of various departments.Through the analysis of the principle and applicability of the current performance evaluation method for highway projects,it is determined that the fuzzy evaluation method has obvious advantages for the project performance of the evaluation index system,especially when it has quantifiable and non-quantitative indicators.The performance evaluation index system was optimized based on the analytic hierarchy process,and the performance evaluation process was improved by the comprehensive fuzzy analysis method.The performance evaluation of the main functional departments of the Manda 1 project was carried out.In view of the implementation process and safeguard measures of performance evaluation of Manda 1 project,in the aspects of performance evaluation organization,performance evaluation plan,implementation process,feedback mechanism,and application of results,combined with performance basic theory and successful practical experience at home and abroad,the project was optimized.On the basis of the performance evaluation system of the optimized project performance evaluation system,the application of performance evaluation results is strengthened,the performance of departmental performance is clarified,the salary is adjusted,the work ability is improved,and the positions and personnel are changed.And provide the basis for the development of staff career development plans.This paper designs a comprehensive evaluation system for the project department,and comprehensively analyzes the five aspects of performance objectives and principles,performance evaluation content,performance indicators and weights,performance evaluation implementation process and evaluation results processing.And it points out the problems that should be paid attention to during the implementation of project performance evaluation.It has positive practical significance for improving the performance evaluation level of highway projects,simplifying the performance evaluation process,improving the performance level of project staff,scientific and rational construction management,and similar project performance evaluation system.And it also has a reference for the optimization of similar project performance evaluation system. |
