A Strategic Research Of China Rural Planning System

The “Rural Revitalization Strategy” has been explicitly raised in 19 th Communist Party of China(CPC)National Congress,which drove the movement of reaching goal of “strong agriculture,beautiful village and rich farmers”in the beginning.Rural planning has a leading role of considering the unity and operability of rural design and construction.The realizing of “strong agriculture,beautiful village and rich farmers” need the planning and design as the first step because the spatial distribution of Rural Revitalization Strategy needs to be in keep with the control of overall planning.Therefore,scientific and appropriate rural planning system are essential to the realization of the goals raised in “Rural Revitalization Strategy”.This article focus on rural planning system.First,it will define the concept of the “rural area”,analyse domestic rural planning history and define the features and problems exist in the current planning system.This article analyses the rural planning system in Jiangsu Province.By analyzing the existing circumstances of rural areas in Jiangsu Province,there are five characteristics: diverse forms of ecological system,cultural heritage,industry development,spontaneously construction and lack of basic infrastructure.Compared with urban areas,rural areas are entirely different space,which have its own features and problems.Rural areas need an independent rural planning system which targets the rural areas.Currently,the core missions for rural planning in Jiangsu Province include: protect rural ecosystem,promote rural area development,control disorganized self-construction,inherit traditional culture and improve the infrastructure in rural areas.Due to the cores missions are different,it is essential to establish multi layers of rural planning to complete the task.At the same time,this article will also analyse the current issues of Jiangsu rural planning system: “complex in the micro-level,deficiency in the macro-level”;lacks of systematic design;lacks of interaction and coordination between different planning systems and layers;requires relative integration with urban planning system.The existing rural planning in Jiangsu Province have offered a foundation for the future planning system,as well as some problems are waiting for solutions.According to the < Urban and rural planning law of the People's Republic of China >,and also based on core tasks of rural planning and existing problems,this research proposes that rural planning systems are consist of three layers: rural master plan(county,town,district);village plan(administrative village);village constructive plan(village).The main tasks for rural master plan are to en sure the vision of the future development which includes: target path,town and county hierarchies,infrastructure standards and industrial development in the long term.The master plan also proposed guiding requirement of building style and landscape features.The main task for village planning is to carry out the higher administrative planning,which give out more detailed and practical guiding requirements and constructive advice of the spatial distribution,public infrastructure,roads and traffic.At last,the village constructive plan is an action plan,it focuses on the spatial sphere of the villages,and its main task is to directly implement and landing the plan.It also aims to promote the heritage old building protection,new buildings constructio n and old building reform,which helps to change the rural landscape appearance and improve living environment of the villages in a short term.
