| The renovation of shanty towns is a livelihood project involving a wide range of people and high public concern.For a long time,the state has attached great importance to the renovation of shantytowns and takes it as an important project to improve urban quality,urban livelihood and optimize urban living environment.From a macro perspective,the renovation of shanty towns is an important part for the governance to govern “urban diseases” and complete the shortage of cities.It is very important to improve urban function and urban quality,transform urban development model,promote urban governance level and better urban living environment.In the context of the new normal economic,Huai’an City has been more focused on the renewal and renovation of the stock space from the development perspective of Huai’an.It has been a major method to promote the urban function and improve the spatial characteristics of the old city.However,due to the large number of stakeholders involved in the renovation of shantytowns,the lack of implementation management and system,the reform of shantytowns is difficult and effective,and the public interests of the city are infringed.This thesis takes the renovation and goverment of shantytowns in Huai’an as the research object.Starting from the problem orientation,this paper systematic ally expounds the process,background and characteristics of urban renewal and shantytown reconstruction,and analyzes the deep-seated reasons for the reform of interest in shantytowns.Based on the orientation of urban governance,this paper proposes a comprehensive assessment of the shed-based land based on game theory and a feasibility assessment method based on comprehensive benefit balance,and builds a comprehensive multi-objective quantitative evaluation system for shed reform planning decision-making.Combining with the management and control needs of Huai’an urban shanty towns,it proposes four major types of differentiated management and control methods,such as “government control”,“market leadership”,“government-enterprise cooperation”,and “government support”,and formulates a system of control factors that combines rigid and flexible,strong and weak,and explores a new model of refined management and control of shantytowns from “passive to active” to “active”. |
