Due to the increasing complexity of battlefield environment, clutter interference in low-altitude area may do influence the safety of airspace navigation, monitoring and management. The operation mode of the radar which based on transmitting active radio waves are highly sensitive to noise interference, electronic bait and meteorological environment. Thus, single radar tracking and detecting system has a wide range of blind area in low-altitude airspace, where getting true information and accurate location of target measurement is much undesirable.Furthermore, the large-scale layout of airspace surveillance systems has various kinds of limitations, including automatic monitoring technology requires expensive construction cost or too much ground-base stations. So,this article does some researches as following, aiming at guaranteeing the effectiveness of low-altitude airspace surveillance management and practical feasibility of system construction scheme at the same time:1)This article has reviewed lots of paper about the airspace surveillance technology and multisensor target tracking algorithm. On the basis of literature reviewed, this paper proposes a collaborative surveillance and tracking method of combining the radar sensor with visible-light sensor in low-altitude airspace.Taking the advantage of sequential tracking method, which aiming at multiple single objective of low-altitude airspace for accurate tracking and recognition problems, improves the accuracy of the target tracking system.Since radar provides the distance and angle information of targets, and visible-light sensor provides angle information of target with higher precision, and its advantage of passive concealment and antijamming operating mode promote the opportunity of monitoring and tracking with radar.2)Taking full advantage of the multi-sensor fusion technology offering various types of data, this paper proposes radar as the main tracker which providing three-dimensional measurement information,visible-light sensor as the detector which providing target angle information and image characteristics with precise information.Based on the architecture of tracking-learning-detecting(TLD)algorithm,this method applies online learning module to help system switch data measurement model and implements update method. With the interacting multiple model algorithm and improved unscented Kalman filter(IMMUKF),it does a simulation on single dynamic military aircraft with searching and patrol tasks and experiment results show good tracking performance. Not only making the system obtain more accurate target state information, also extracting the image features as target’s attribute can be applied to dangerous levels judgment of the target in airspace to meet the requirements of low-altitude airspace safety regulation.3)While facing with multiple target tracking problem under the dense clutter environment, this paper studies the algorithm improving the probability density of data.Using multi-sensor redundancy information, where visible-light sensor can provide image information of target to do the similarity calculation and classification of image features, can help clutter filtering and the false alarm pre-treatment,improving the correctness and validity of the data association.Simulation experiment results show that the radar and visible-light sensor to work on joint tracking and recognition mode, can improve the tracking precision of the system;using iterative learning process and improved IMMUKF algorithm can optimize multi-sensor target tracking accuracy and stability;according to image feature attribute classification to imply auxiliary detection, multitarget problems can be solved. It also improves the accuracy of target state prediction and the effectiveness of the data association.Research on multi-sensor collaborative monitoring tracking algorithm for low-altitude airspace safety regulation provide possibilities for practical engineering application.Multi-sensor joint detection technology obviously improve the robustness of surveillance tracking system and air-traffic control and management. For the further development of our country’s low altitude airspace opening,we just want to make a little effort.
