Study On Optimal Management Of Logistics Support Assets Of Datengxia Water Conservancy Project

State-owned assets are the sum of all kinds of economic resources which are legally determined to be owned by the state and can provide economic and social benefits for the state.They belong to all property and property rights owned by the state.This paper chooses the logistic support assets of the state-owned hydro-junction project as the main research object,and takes the Datengxia Water Conservancy Project in Guangxi as the specific analysis object.The Datengxia Water Conservancy Project is a high-quality project which has been devoted to by the water industry in recent years.Its management mode and method represent the forefront of the industry.At present,the Datengxia Water Conservancy Project is in the peak period of project construction.With the progress of project construction,all management work is gradually explored and improved.At this time,it is of positive and long-term significance to select Datengxia Water Conservancy Project as the research object and optimize its logistic support assets management.Based on the concept and classification of the state-owned assets of the hydro-junction project,combined with the construction progress and management needs of the Datengxia Water Conservancy Project,this paper makes an analysis of the present situation of the management of the logistic support assets of the hydro-junction project,and draws four main problems in the management: first,the division of assets is not clear;second,the management organization is not clear;the second is that the construction of talent team is lagging behind and the management consciousness is weak;the third is that the financial management means are backward and the evaluation methods are not perfect;the fourth is that the supervision system is imperfect and the assets are not fully utilized.Based on the above statement and analysis,this paper puts forward six suggestions for optimizing the management of logistic support assets of water conservancy projects: first,to clarify the property of assets and consolidate the management basis;second,to strengthen the personnel of institutions and enhance management awareness;third,to enrich management means and strengthen performance evaluation;fourth,to strengthen information construction and improve service level;fifth,to improve the supervision system and prevent and control economy.Operating risk;Sixth,to grasp market demand and coordinate territorial support.Finally,this paper analyses the beneficial effects of the implementation of the optimization method.Influenced by the geographical distribution and local demand,the development of water resources in China is still in the developing stage.With the continuous innovation and progress of science and technology in the future,there is still a strong demand for construction and a larger space for development of water projects.With the development and expansion of water control project,the management and operation of its assets need to be improved step by step,and the related requirements will be constantly improved.Its management objectives will gradually change from reconstruction to re-management.Therefore,the research direction of this paper should be the future development trend of the research object.In the future operation and management of the state-owned assets of water conservancy projects,it is bound to gradually strengthen the management of their own operation and operation,in order to achieve a virtuous circle after the completion and delivery of water conservancy projects,and ensure that the state-owned capital investment plays its due role and effect.
