With the development of the "one belt and one way" construction,the development of China Railway Express has ushered in new opportunities.As an important route of southwest,Chengdu-Europe Railway Express is conducive to playing the leading and distributing functions of Chengdu as one of the central cities of the country,and making trade more efficient and fast.With the rapid development of international trade,the demand of transportation is becoming more and more diversified.Problems such as excessive dependence on subsidies and imperfect price mechanism in the operation gradually emerge.Therefore,in order to improve the operation status,it is necessary to study the pricing method based on market competition,aiming at the main competitor,and considering the interests of the government,the enterprise and cargo owners.This paper introduces the operation status of Chengdu-Europe Railway Express,and on this basis,it analyses the factors which affect the price,and puts forward the pricing idea adapting to the operating characteristics,that is,to determine the optimal price based on the advantages gained from the competition with maritime transport.In the competition of shipping market,according to the theory of cargo owners’ choice behavior and factor analysis based on questionnaire data,the price upper limit is constructed.Within this upper limit,Chengdu-Europe Railway Express has more competitive advantages than marine transportation.Since the operation belongs to the government’s behavior to a certain extent,it also needs to consider social responsibility.All stakeholders have their own interests,so it should maximize the social benefits.Therefore,within the competitive price limit,according to the stakeholders’ respective pricing objectives,combined with the relevant principles of public economics,a pricing model based on multi-objective programming model is established to formulate the optimal price to meet the needs of multiple parties.Finally,the feasibility of the model is validated by the case of Chengdu to Tilburg.The results can provide reference for the pricing and subsidy decision-making of the relevant departments.
