As an important fulcrum and platform to safeguard national sovereignty rights and maritime interests,pelagic islands are of great significance in the overall national security strategy.It is of great economic and strategic value to build a safe,stable and reliable power and material supply network for pelagic island groups.At present,the existing theoretical research and engineering application of main units and standby units planning for micro grid has provided feasible solutions for the clean and reliable power supply of micro grid.However,since the construction of islands does not happen overnight,the interaction between the economic development and power demand puts forward higher requirements for the long-term planning scheme of pelagic island micro grid.Meanwhile,the volatility and randomness of renewable energy generation make the backup power supply necessary.Finally,based on the precious land resources and the difficulties in material and energy supply from the mainland,it is urgent to study the plan of producing material and energy supply in the surrounding uninhabited islands.For this reason,this article starts from the characteristic modeling of the actual characteristics of renewable energy generation,backup power units and output supply material production equipment,and discusses the interacting characteristics between the economy and power demand during the micro power grid construction,the probabilistic output and fuel consumption of conventional units as the standby power,and the production and packaging methods of energy and resource island.Specific research contents include:In terms of the multi-stage power supply planning,firstly,the interactive influence factors between power supply and economic development in ocean islands are quantitatively characterized.Then,the downside risk index is established t analyze the uncertainty factors for remote communities,thus establishing multi stage and multi target model which contains remote communities economic growth,the micro network operation maintenance(O&M)costs and downside risks,and uses the fast group search algorithm to solve it.Theoretical and simulation results verify the rationality and effectiveness of the proposed power planning method.In terms of dual backup power planning,the probabilistic sequence computing method is used to calculate the probability distribution of reliability indexes.Then,according to the characteristics of micro gas turbine and diesel engine,the standby strategy of maximizing the advantages of the two standby units is constructed,and the optimal capacity of the standby units and the gas storage station is solved on the premise of satisfying the reliability to the maximum extent.The simulation results show that the standby unit and supporting equipment can meet the standby functions of daily and extreme weather on the island.In resources and energy package preparation and transport strategy,islands are divided into load islands and resource islands according to the actual characteristics firstly.Secondly,characteristics of conversion efficiency and product quality of devices and the value evaluation model are established.Then,considering the constraint of the rated load capacity of the transportation ship,the material/energy package plan is obtained to seek the best proportion of the three products with the goal of maximizing the income of resource island,and the material/energy package delivery plan represented by the rated load of the ship is studied with the goal of achieving the maximum transport income of the ship leasing company.The results show that the diesel fuel consumption can be saved and the cleanliness and sustainable development ability can be improved.This paper provides a new perspective for the internal division and cooperation of ocean island groups.
