In order to save fossil energy and reduce environmental pollution,electric cars and distributed power supply came into being.The gradual increase in the penetration rate of electric vehicles and distributed power supply not only alleviates energy shortage and reduces environmental pollution,but also brings new challenges to the safe and stable operation of distribution network.Electric vehicle owners can flexibly choose the charging time and place,which makes the charging of electric vehicle have the dual uncertainty of time and space,and its unrestrained or unguided charging behavior may cause the congestion of distribution network.Under the control of market incentives,the response of car owners to charging price changes can be used to formulate appropriate real-time charging service fee to guide car owners to make more reasonable charging behaviors.Based on this background,this paper discusses the reasonable dispatch of electric vehicle aggregator to solve the problem of distribution network congestion and improve the safety and economy of power system operation.Firstly,active distribution network can reasonably guide electric vehicle owners and actively manage distributed power supply.Towards the congestion problem of distribution network caused by a large number of electric vehicles connected to the network,this paper considers the flexible charging time transfer ability of electric vehicle in active distribution network and establishes the market structure including distribution system dispatching organization,electric vehicle owners and charging operator.Then a spatial-temporal dispatch model for distribution network guided by charging service fee of electric vehicle is proposed to solve congestion in distribution network.This model uses the price elasticity matrix to reflect electric vehicle owners' response degree to charging prices at different charging stations.Based on this,a pricing scheme of optimal real time charging service fee for multiple charging stations is designed to guide owner to charge properly.Secondly,for the disposal of a large number of retired batteries of electric vehicles every year,this paper focuses on the utilization of them.In this paper,an integrated charging station is formed by retired batteries and charging piles.In addition,the integrated charging station is combined with the policy of real-time charging service fee.Based on this,a congestion dispatching model of active distribution network is proposed in this paper.Compared with the separate policy of real-time charging service fee,this model expands the adjustable range of charging power of electric vehicle charging stations at each time,and a more optimized goal can be achieved.Finally,the modified IEEE33 node example is used for simulation verification.The results show that,taking into account the income of the charging operators,the charging cost of the owners,and the satisfaction of the owners' mode of electricity usage,the congestion dispatching strategy guided by charging service fee of electric vehicles can effectively guide the owners to make a reasonable charging plan,solve the congestion problem in the network.Based on the policy of real time charging service fee,the congestion dispatching strategy combining retired batteries with charging piles can solve the congestion problem of system while better realizing the optimization goal,then improve the security and economy of power grid operation.
