| Shipping industry is an important pillar industry of the national economy,which is inseparable from economic development.After decades of development,China’s shipping industry has become an important international position in the world shipping industry.After the world financial crisis,the growth rate of world economy and trade continues to slow down,and shipping industry inevitably suffers from long-term excess capacity,lower freight rates and a long period of market adjustment.Since 2016,the market concentration has been improved,and the recovery of the industry is obvious.Ocean crew is the indispensable backbone of shipping industry development,and also the core resource of crew management company.However,with the rapid development of China’s economy and the improvement of land employment conditions,compared with land work,the working environment and treatment of ocean-going seafarers have lost their advantages.The number of students enrolled in maritime colleges and universities and the number of fresh graduates engaged in maritime work are decreasing.At the same time,the loss of ocean-going seafarers who have worked on ships is serious,and many seafarer management companies have deposited seafarers.In the crisis of ocean crew shortage,it has a great impact on the allocation and rotation of ocean crew.Some companies even have a difficult situation that no one can adjust for a certain period of time,which has caused incalculable losses to the crew management company.Company A is a subsidiary company of crew management company of a large state-owned enterprise,which belongs to the world’s top 500 enterprises and has the largest total capacity in the world.In recent years,the shortage of seafarers in company A has become more and more serious.It has become a serious problem for company A to find out the main reasons for the shortage of seafarers in company A and put forward corresponding countermeasures to solve it.This paper summarizes the research results and experience of talent shortage at home and abroad,studies its inherent law,and summarizes the human capital theory,hierarchy of demand theory,goal consistency theory,participant decision model,intermediary chain model and employee turnover model which will affect the shortage of seafarers in company A as the theoretical basis of this paper.Based on the inflow and outflow of ocean crew of Company A in recent years,the impact of ocean crew shortage on Company A is analyzed.In the analysis of the causes of the shortage of seafarers in company A,through in-depth interviews with the departed seafarers in company A,as well as a questionnaire survey on the job satisfaction of the seafarers in service,combined with the results of interviews and surveys,the causes of the shortage of seafarers in company A are summarized from four aspects:personal factors,organizational factors,working factors and environmental factors.Finally,according to the causes of induction,the countermeasures are put forward from the following four aspects:1.Improving employee career planning 2.Establishing family communication stations 3.Improving recruitment status 4.Improving salary system 5.Perfecting performance appraisal system 6.Creating corporate culture atmosphere 7.Establishing early warning mechanism for seafarer loss 8.Scientific and rational allocation of workload 9.Developing pressure Management 10.Make full use of regional development differences 11.Strengthen external seafarer market research.At the same time,under the background of the great shortage of ocean crew resources in the whole shipping industry,we should enrich the countermeasures and experience of ocean crew shortage,and provide reference and help for other shipping enterprises to solve similar problems. |
