Research On Renewable Portfolio Standard Under The Background Of Energy Revolution

Under the background of energy revolution,the implementation of Renewable Portfolio Standard in China has more abundant content and broader development space.This paper examines the system traceability and policy evolution of Renewable Portfolio Standard,and examines the opportunities and challenges facing the development of renewable energy system in China under the background of energy revolution.The current situation of Renewable Portfolio Standard,the problems existing in the implementation process and its root causes are investigated.On this basis,the theoretical basis of the development of Renewable Portfolio Standard is systematically analyzed,and the development of Renewable Portfolio Standard is demonstrated by the revolution of energy supply,energy technology,energy consumption and energy system to the new proposition.In view of the problems existing in the implementation of the Renewable Portfolio Standard,the paper responds to the influence and development space of the market-oriented,ecological,localized and human-oriented renewable energy policy development on the Renewable Portfolio Standard,puts forward the factors to be considered in the design of the Renewable Portfolio Standard in China,demonstrates the development orientation,target,constituent elements,application scope and implementation space of the Renewable Portfolio Standard in the context of the energy revolution eliminate,and lay a good institutional foundation for the development of renewable energy.In addition to introduction and conclusion,the thesis is divided into four parts:The first part is an overview of the Renewable Portfolio Standard.The concept,characteristics and comparison with other systems of Renewable Portfolio Standard are examined.This paper analyzes the evolution of China's quota system and summarizes the challenges and opportunities brought by the energy revolution to the Renewable Portfolio Standard.The second part is the present situation and existing problems of China's Renewable Portfolio Standard.This paper investigates the current situation of norm making and system implementation of Renewable Portfolio Stand,analyzes the problems and their root causes in the process of quota system implementation,and lays the groundwork for the following research.The third part is theoretical analysis of Renewable Portfolio Standard.Firstly,the theoretical basis of implementing quota system is analyzed.Secondly,it examines the foreign Renewable Portfolio Standard and analyzes the development trend of China's Renewable Portfolio Standard under the background of the energy revolution.The fourth part is the thought and suggestion of perfecting Renewable Portfolio Standard under the background of China's energy revolution.On the basis of the relevant theories and in-depth analysis of the quota system,this paper puts forward some suggestions for the improvement of China's renewable energy quota system,mainly from the basic content and operating mechanism of the quota system;second,to perfect the relevant supporting system,in order to benefit the implementation of the quota system,so as to ensure that the quota system can give full play to its due value.
