A Study On The Application Of PPP Model In Ping Xiang Sponge City

At present,sponge city construction is an important part of China’s ecological civilization construction,which fully demonstrates the coordinated development between urbanization and environmental resources,and lays the main content of China’s future urban infrastructure construction.Compared with traditional infrastructure projects,sponge city construction requires more funds and a larger amount of construction’ work.However,when carrying out urban construction,the limited central allocation increases the financial burden of local governments.In order to give full play to the advantages of cooperation between government departments and self-run enterprises,the PPP model,namely public-private Partnership,government and social capital cooperation model,has emerged.The construction of PPP model can effectively relieve the financial pressure of the government.However,since the construction of sponge city requires a large investment in financing,the current financing mechanism in China is not perfect and the financing channels are single,so it is easy to generate financing risks in the process of project implementation and cannot attract social costs.Therefore,it is very important to study the application of PPP model of sponge city construction.In recent years,the cooperation between local governments and social capitalhas gradually increased.The combination of PPP model and sponge city construction has become a hot spot in promoting new urbanization construction,centering on the core policy of "stable growth,promoting reform,adjusting structure and benefiting people’s life" put forward by the country.PPP mode allows the government to transfer part of the responsibility by way of franchising to social capital,and building society-the government community,forming "benefit-sharing,risk-sharing and full cooperation" of the strategic cooperation,not only can reduce the government financial burden,and reduce the investment risk,and social investors effectively promote the economic and social common development.Sponge city planning,as a new urban construction and stormwater management mode,effectively controls urban rainwater runoff through construction control,urban planning and comprehensive use of various engineering technologies to ensure the safe and stable development of cities.In the construction and operation life cycle of sponge city,the project shows the characteristics of diversified implementation,long construction cycle and large financing demand,so it can be combined with the innovative PPP model to realize the purpose of combining government policy guidance with market economy regulation,and effectively reduce the financial burden by improving project management efficiency.In view of the complexity of sponge city construction and the burgeoning urban construction in China,it is a relatively new research topic how to effectively infer the PPP model to guarantee project quality.This paper takes the sponge city construction of Ping Xiang city under the PPP model as the research object,mainly USES the literature research method and case analysis method to study the problems existing in the application of PPP model in the sponge city construction of Ping Xiang city,finds the causes of the problems and provides effective solutions and measures.This paper holds that the main problems in the application of PPP model in Ping Xiang sponge city construction are:interest conflict between government and social capital;Institutional mechanisms are not yet sound,and the threat of long-term operational and maintenance capacity.Therefore,this paper believes that targeted measures can be adopted:continuously strengthen the coordination between the government and the society;We will further improve laws and policies,establish and improve the legal system through institutional norms and assessment mechanisms,continuously enhance the long-term operation and maintenance capabilities of the project,and maintain the stability of the project with other safeguards.By finding appropriate solutions to the problems in the operation of the PPP model of Ping Xiang sponge city construction,we can improve the participation of social capital,ensure the smooth financing and successful implementation of projects of Ping Xiang sponge city under the PPP model,and provide guidance and reference for other regions to build sponge cities under the PPP model.
