With the development of the world economy and trade,the container throughput of China's ports continues to grow.While bringing economic benefits,it also puts higher demands on ports,and competition among container ports is becoming increasingly fierce.In order to improve overall service levels and competitiveness,and to obtain more profits,many ports have begun to integrate terminal resources within the port to better utilize the limited operational resources in the port.On the one hand,the resource integration of container terminals can effectively increase the utilization rate of berths at each terminal and improve service levels and customer satisfaction.And on the other hand,it also enables the terminal to call more ships and increase the profits of the entire port.At the same time,the quay crane are the core operating resources and quay assignment is tightly related to berth allocation.The quay crane assignment depends on the berth plan and the length of berth time is decided by the number of quay crane.Coordination of berth allocation and quay assignment will effectively shorten the time of the ship in the port.Based on the background,this paper expands the problem of continuous berth allocation and quay crane assignment from single terminal to multiple terminals,considering the actual terminal water depth and export container transportation between terminals.According to the relationship between berthing terminal,berth allocation and quay crane assignment.I(?)optimization model are built in three stages to minimum the declining cost,empty container transshipment cost and quay crane working.The first model decides the berth terminal,and the berth allocation and quay assignment plan is established,and in the third stage,the specific quay crane assignment is determined based on the berth plan.According to the characteristics of the problem,a two-layer loop algorithm is designed to solve the model.Finally,some case are generated to verify superiority of berth plan among terminals.Compared to single terminal,.the coordination among multiple terminals can not only effectively reduce the delay the number of delayed ship,but also reduce the total delay time and the cost of the terminal.
