Ro-Pax [Roll-on/Roll-off(Ro-Ro)/ Passenger] transportation industry is an important branch of water transportation industry.With the steady growth of the Ro-Pax transportation industry in China,the planning,management and operation of Ro-Pax terminal are developing towards the direction of safety,green,efficiency and comfort.As coastal Ro-Pax transportation schedules are suspended due to high wind,a large number of vehicles and passengers are stranded.The large number of stranded vehicles and passengers put great pressure on operations in the port area.The problems such as low operation efficiency,automobile exhaust pollution and ship delay occurred during the operation of Ro-Pax terminal,which did not conform to the green,efficient and comfortable development concept of the port.It also increases traffic pressure on the public roads near the port.Therefore,it is urgent to alleviate and solve the problems in port operation through reasonable vehicle scheduling plan.This paper studies the optimal vehicle scheduling for Ro-Pax terminal when reopening after high winds.Firstly,on the basis of summarizing the general dispatching process of Ro-Ro vehicles in Ro-Pax terminals,the characteristics of port vehicle dispatching and the problems existing in port operations in the re-navigation situation are analyzed.Secondly,the multiobjective optimization model of Ro-Ro vehicle scheduling in Ro-Pax terminal is established with the optimization objectives of reducing vehicle exhaust pollution in port,reducing ship delay and reducing the impact of Ro-Ro vehicles outside port on urban traffic.Aiming at the multi-objective optimization model,a simulation model of Ro-Ro vehicle scheduling in RoPax terminal is established based on discrete event modeling theory,agent modeling theory and microscopic traffic simulation theory.This model combines with Opt Quest optimization tool to solve the multi-objective optimization model of Ro-Ro vehicle scheduling for Ro-Pax terminal.Finally,the author takes an actual Ro-Pax terminal as an example,applies the multiobjective optimization model of Ro-Ro vehicle scheduling,obtains the Ro-Ro vehicle scheduling plan with different optimization directions,and the optimization effect is analyzed.The scheduling rules of each optimal plan are summarized,which provides reference for the Ro-Ro vehicle scheduling plan when Ro-Pax terminal reopening after high winds.The vehicle scheduling optimization method for Ro-Pax terminal in the re-navigation situation proposed in this paper can provide technical support for the vehicle scheduling plan of the Ro-Pax terminal in the re-navigation situation,and promote the green,efficient and comfortable development of the port.
