Satellite-based Automatic Dependent Surveillance-Broadcast(ADS-B)system is an important technical means to achieve wide-area aircraft surveillance. The system deploys receivers in the low-orbit satellite, using the air network of satellites realizes reliable surveillance of aircraft in the world.Satellite-based ADS-B system is a complex system engineering, its surveillance data quality affected by GNSS,inter-satellite link transmission and other factors. There is not enough research on whether the monitoring performance of Satellite-based ADS-B system can reach the standard of Air Traffic Management system(ATM).Focus on the surveillance performance evaluation of satellite-based ADS-B system, the paper completes the following work:(1)According to the existing civil aviation standards and combined with the existing conditions of domestic satellite-based ADS-B,focus on ATM 5NM horizontal separation operational services, methods of evaluation horizontal position, pressure altitude and track velocity are given. In order to evaluate payload performance of satellite-based ADS-B system, methods of calculating payload coverage, latency and update interval of position messages are given.(2)Satellite-based ADS-B surveillance performance evaluation software is designed and implemented.Requirement analysis and general design of the software is illustrated in the paper, which include the architecture and functional module of the software.Detailed design of the software is then given, which include data receiving and processing, geographic information and track display, surveillance performance evaluation and database management. Finally, software test system is built and test functions of the software.Test results show that the software can complete ADS-B data receiving and real-time processing,it can also judge single track, single receiver and the whole system surveillance performance of satellite-based ADS-B system.(3)Surveillance performance of satellite-based ADS-B experimental system is evaluated based on TT-3 experimental data. Results show that satellite-based ADS-B experimental system has the problem which the number of aircraft position message received is insufficient under the single satellite payload coverage,it is mainly reflected in that proportion of position update probability meeting the surveillance performance standard is low and have the phenomenon of missed position involved in long gaps;Horizontal position RMS error meets the surveillance standard, the ratio of correct pressure altitude for stable flights is larger than 98.5%.
