As China’s construction companies practice the “One Belt,One Road”policy,the main objectives of market development and project execution are transferred overseas,and foreign-related engineering projects are increasingly becoming an important area for China’s economic development.Chinese enterprises have accumulated a large amount of project construction experience in the development history of 40 years of reform and opening up.They have approached or even reached world-class standards in terms of engineering construction capability and level,and have become an important basis for Chinese-funded enterprises to achieve overseas strategies.On the other hand,Chinese-funded enterprises have also found in the process of participating in overseas project construction that due to the complex and diverse foreign environment,Chinese-funded enterprises are easily caught in the plight of project construction because of the lack of risk concept and insufficient risk management and control capabilities.The railway infrastructure project is the key direction for Chinese companies to “go global”,and it is also an engineering category with high investment,difficulty and risk in the engineering construction field.Therefore,targeted overseas projects under construction,especially the risk management research of the railway project general contracting project(EPC),are of great significance to the improvement of overseas competitiveness of China’s railway infrastructure enterprises.This paper discusses the risk management of overseas railway EPC projects.Based on the characteristics of overseas EPC projects,combined with the riskenvironment factors they face,the risk identification process is discussed.The main risk factors of overseas EPC railway engineering projects are summarized.Research methods such as phenotype method and probability influence matrix method are used to evaluate and classify risk items and propose countermeasure strategies.Based on this path,the project risk study was carried out with the Tajik Stanwaya Railway as an example.Experts were invited to fill out the questionnaire,conduct Delphi analysis and classification,and evaluate the risk level with the probability impact matrix,which was designed for the Waya Railway Project.Risk management processes and programs.This paper believes that the risk management of overseas EPC railway engineering projects must be closely integrated with the actual situation of the country where the project is located,and should be analyzed and responded based on the facts of the investigation,especially for the safety,exchange rate,transportation and other risk items rarely involved in domestic projects.management.Based on the specific projects,this paper has formed a complete risk management system for railway infrastructure projects.Through the research in this paper,China’s domestic enterprises “going out” to build overseas projects will be more standardized,and the management of risks will be more scientific,especially for overseas projects.A small number of enterprises can greatly reduce the cost of trial and error,and will provide valuable reference for the construction of the same type of overseas railway projects in China.
