Composed of three majors of track maintenance,power supply and electricity,the infrastructure divisions are the main units for the maintenance of railway infrastructure,which are also responsible for the safety of railway train operation.Compared with the present stage,after the completion of the future developed and improved road network,not only will the scale and the quality of the railway network,the density of train and other aspects be greatly improved,and in order to ensure traffic safety,but the requirements for the maintenance of railway infrastructure will be correspondingly higher as well.Although the layout of infrastructure stations has undergone three large-scale adjustments since 2003 and various railway bureaus have accumulated rich experience,there are still some problems in the existing layout,such as management mode,unbalanced layout and large differences in management span.Obviously,the existing layout adjustment methods and experience are still difficult to adapt to the current railway development and reform,and their higher requirements for the future development and improvement of the railway network for infrastructure inspection and maintenance work will also be difficult to meet.Therefore,based on the summary of the rule of evolution for infrastructure divisions,this article aiming at the future developed perfect railway network,combining with the evolution of the railway market reform and the top-level design of infrastructure divisions layout,researches the management mode,development trend and the layout method for a series of issues.The main content are as follow:(1)Summarize the current situation of infrastructure divisions' layout at home and abroad.,analyze the layout of such stations in Germany,France,Japan and other countries,and compare the layout of such stations with that in China in terms of management mode and setting standards,and summarize the experience that can be used for reference.(2)This paper analyzes the three great adjustment processes of productivity layout experienced by infrastructure divisions since 2003 in detail.It summarize the characteristics,causes and influencing factors of the adjustment of productivity layout of this kind of stations,and concludes that the innovation and improvement of management mode is one of the main causes of the overall coordination and optimization of the productivity of this kind of stations.On the basis of this conclusion,this paper analyzes the advantages and disadvantages of the existing management mode,and puts forward the applicable management mode and development trend of this kind of stations under the condition of developed and perfect road network in the future.(3)The high speed railway is considered to adopt comprehensive maintenance management mode.From the workshop and other basic production unit,this article considers use comprehensive maintenance management mode.Firstly,set up comprehensive maintenance workshop model with which the workshop layout and large maintenance machinery configuration scheme can be obtained at the same time.It is solved by the improved genetic algorithm combining with the characteristics of model.Then,get the feasible management solution through the theory of management and further use TOPSIS method based on grey correlation to get the feasible management scheme by comparison.(4)As for the existing railway which is separated from the high-speed railway,the mode of sub-professional management is still adopted.A muti-objective model based on "time-cost" is established,and the muti-objective particle swarm optimization algorithm based on the Pareto optimal solution is adopted to solve the reasonable jurisdiction of each professional segment.Then,the CCR model in the data envelopment method is used to evaluate and analyze the matching degree between the management level of the existing professional segment and the workload,and screen out the segments that need to be optimized and adjusted.Finally,the existing professional segments need to be optimized are adjusted according to the reasonable jurisdiction obtained.(5)Choose A Railway Bureau to do a case study to get the layout scheme of high speed railway and existing railway divisions.The calculation results show that the proposed method can solve the infrastructure divisions layout scheme and compared with the existing schemes have significant improvement.It can not only verify the validity of the method and model,but verify the effectiveness of the proposed method as well.It is proved that the method has a certain practical value.
