Xicheng District of Beijing has a rich history.According to the statistics of the third national cultural relics census organized by the State Council,Xicheng District is the district with the most cultural relics conservation units and historic sites in Beijing.Since The Third National Cultural Relics Survey,up to now,there have been 182 registered projects in Xicheng District that have not been approved as cultural relics conservation units,and the large-scale number of them has become an integral part of the heritage of historical and cultural protection and urban construction in Xicheng District.However,in the face of such a large number of General Survey and Registration Projects,the protection work has become very difficult and difficult,especially in the overall protection,there are still problems such as protection focus,protection order,protection countermeasures and so on.The functional classification,conservation status,surrounding environment,users and current situation of the General Survey and Registration Projects in Xicheng District are uneven,with diversity and complexity.In addition,the imperfect laws and policies and insufficient funds and other factors can not promote the protection of each low value census and registration project at the same time.Therefore,it is necessary to comprehensively investigate and analyze the general and individual characteristics of each census registration project,explore the overall historical structure and cultural connotation of its representatives,excavate its overall value,and adopt targeted and primary and secondary protection strategies by classification.The purpose of this paper is to study the overall value and classification value of these General Survey and Registration Projects,and to study the methods and Countermeasures of their overall protection at different levels,in order to provide basic information and policy suggestions for the government and cultural relics departments.Due to the complexity of the situation,this paper takes 164 General Survey and Registration Projects that can be investigated in Xicheng District of Beijing as the research object.On the basis of delimiting the relevant protection scope for each project,firstly,the relationship between these General Survey and Registration Projects and the historical context is explored by studying the historical development and evolution of Xicheng District.On this basis,the overall characteristics,conservation status and protection management status are analyzed,and the number is obtained :the problems of large quantity,scattered distribution,poor preservation of noumenon and surrounding environment,and insufficient cognition of the overall value are the main problems.In view of these problems,the paper puts forward the idea of overall protection in the three levels of macro,meso and micro.At the macro level,"qualitative evaluation based on function classification combined with horizontal value",at the meso level,"quantitative evaluation based on culture,characteristics and individual",and at the micro level,"protection based on regional history,individual value and current situation" are adopted.This paper systematically analyzes the general survey and registration project of Xicheng District,and puts forward corresponding protection countermeasures,which provides constructive suggestions for the relevant cultural relics departments to protect such low-level immovable cultural relics as a whole.
