Transportation is the "lifeline" of the national economy and has an important leading role in economic and social development.The Henan Provincial Government proposed that during the "Thirteenth Five-Year Plan" period,the province's transportation sector will take the lead in basically realizing modernization.It clearly pointed out that the construction of the Central Plains urban agglomeration will be accelerated,and the Mi-shaped integrated transportation channel centered on Zhengzhou will be constructed.Xuchang is located in the core development zone of the Central Plains urban agglomeration and is a key node in the direction of the north and south hubs.National Highway 107 is an extremely important main road in Xuchang.However,due to the acceleration of urbanization and serious road damage,it is increasingly unable to meet the heavy traffic demand,and it is urgent to reform and optimize service levels.The 107 National Road Reconstruction Project requires a huge amount of capital investment,which brings serious financial pressure on local governments.However,with the deepening of relevant theoretical research and the normative guidance of national policies,PPP(Public-Private-Partnership)This model of government and social capital cooperation has gradually matured in China,and a large number of social capitals have sought feasible construction projects to provide a feasible solution for the financing of the 107 National Road Reconstruction Project.The article first introduces the background and related research status of theconstruction of the Xuchang section of the 107 National Road,sorts out the relevant financial evaluation theory applied in the research process,and establishes the theoretical support for the article structure;then the basic section of the Xuchang section of the 107 National Road The situation and the adaptability of the PPP model are reviewed.It is considered that the project is more in line with the PPP model application and can carry out reasonable financing operations and construction of the next step.On this basis,using a variety of scientific and mathematical methods,the cost estimation and financing,financial expenses and benefit estimation of the PPP project of the Xuchang section of the 107 national highway,as well as the project solvency and production capacity indicators are analyzed and estimated.The risk is small and the benefits are good,which is an excellent project in financial evaluation.At the same time,using relevant theories and statistical mathematical calculations,the government and legal risks,market risks,construction risks,financial risks,etc.that the project may face are accurately and effectively identified and quantified,and then the degree of specialization of the government departments is proposed."Fist" responds to four risks prevention and control mechanisms,including market risks,multiple measures and construction risks,and a shared risk mechanism,to ensure the smooth implementation of the project.The financial evaluation research on the financing status of the 107 National Road Reconstruction in Xuchang provides scientific guidance for social capital participation in investment and commercial bank credit,and provides theoretical reference for project implementation.Further enrich the case of financing risk management of traffic road PPP projects,enhance the theoretical basis of risk analysis of commercial banks in the financing process,and provide reference for the feasibility analysis of investment in similar projects.
