At present,China’s highway operation,construction,and planning mileage have ranked among the highest in the world.Our highway builders have the courage to challenge the technological limits and their achievements have attracted worldwide attention.In general,China’s highway construction technology has reached a very high level.However,in terms of engineering management,we still have a large gap compared with the world’s advanced level,which is mainly reflected in the mismatch between engineering management capabilities and technical levels.In highway engineering construction,especially in the process of construction management,The idea of "management" is still widespread and needs to be strengthened in terms of details management.Highway engineering is different from conventional products.It is a fixed product and a mobile production line.It has a complex organization,high requirements in various aspects,a wide range of points,and difficult management.At present,the domestic economic situation has entered a "new normal",the supply-side structural reforms have been continuously deepened,environmental protection has continued to increase,and the impact of labor resource shortages has gradually emerged...all of this indicates that China’s highway engineering construction has truly reached the "inflection point",which was previously extensive The management model can no longer adapt to the development of the current form.To continue to survive,highway engineering construction enterprises must work on the contracting model and the management model.The current "design and construction general contracting" mode has been adopted by more and more highway engineering construction projects,and "fine management" reflects the decomposition,refinement and realization of goals,which are in line with the future development of highway engineering trend.This article introduces the general contracting mode,fine management theory and its application in highway construction management in detail.It systematically studies the construction of a fine management system for highway engineering under the general contract mode,and refines the management system from the general contract mode.The construction of the guiding principles,management objectives,key points,and the establishment of management systems,implementation recommendations,performance evaluation and other six aspects are discussed,and the exploration of the refined management of the Jinan Second Ring Southeast Extension Project general contractor during the project construction process An empirical analysis is conducted for the research object,the necessity of fine management of highway construction projects is discussed,the overall framework is established,and specific fine management measures are proposed.I hope this article can provide useful references for similar projects in the future.
