Wind power is a long-term strategic choice for China to comprehensively cope with the pressure of growth,energy shortage and environmental pollution.However,from the reality of industrial development,China's wind power industry is facing severe development bottlenecks.In order to encourage the wind power industry to break through the development bottleneck through technological innovation and obtain the late development advantage,the Chinese government has issued a package of wind power industrial innovation policies since 1994,involving fiscal and tax credit,quality certification,personnel training,public procurement,technical supervision and other aspects.With the continuous increase of government policy,the barriers of key technologies and core technologies in wind power industry are still difficult to break through.So,how to further improve the effectiveness and pertinence of wind power industrial innovation policy is the key to enhance the innovation degree and innovation quality of China's wind power industry.It is also an important way for China's wind power industry to get rid of the low-end links of international industrial division and accelerate the transformation of industrial economy from factor driven mode to innovation driven mode.Therefore,it is urgent to solve the problem from theory.Based on a wide range of relevant theories and domestic and foreign literature,this study first classifies 134 wind power listed companies into 10 categories based on a series of enterprise innovation characteristics indicators;then systematically combs and quantifies 235 wind power industry innovation policies issued by ministries and above in 2006-2017,and empirically analyzes the impact of wind power industrial innovation policies on wind power industry;finally studies the time boundary of the effect of various industrial innovation policies,and then determines the best adjustment opportunity of different innovation policies.This paper aims to provide theoretical reference and practical help for the best efficiency of innovation policies,improving the maximum efficiency of innovation policies and improving the innovation performance of wind power industry.The empirical results show that:(1)from the perspective of the whole industry,all kinds of industrial innovation policies have a significant positive impact on the innovation performance of wind power industry,among which the economic policy has the largest contribution,the regulatory policy is the second,and the flexible policy is the smallest;(2)the impact of various industrial innovation policies on the innovation performance of different types of wind power enterprises is different,and the economic policy has a significant positive impact on the innovation performance of technological innovation raw material processing enterprises and technology stable wind power generation enterprises,which has a significant negative impact on the innovation performance of technology stable parts manufacturing enterprises and technology stable power transmission and transformation equipment manufacturing enterprises;the regulatory policy has a significant positive impact on the innovation performance of technological innovation raw material processing enterprises,technological innovation parts manufacturing enterprises and technology stable wind power generation enterprises,which has a significant negative impact on the innovation performance of technology stable power transmission and transformation equipment manufacturing enterprises;the soft policy has a significant positive impact on the innovation performance of technological innovation raw material processing enterprises,technological innovation parts manufacturing enterprises,technological innovation wind power generation enterprises and technology stable wind power generation enterprises,which has a significant negative impact on the innovation performance of technology stable power transmission and transformation equipment manufacturing enterprises.(3)the optimal policy adjustment opportunity of different innovation policies varies with different types of enterprises.For technological innovation raw material processing enterprises,the optimal adjustment opportunity of economic policies is the first period,the optimal adjustment opportunity of regulatory policies is the fifth period,and the optimal adjustment opportunity of soft policies is the eighth period;for technological innovation parts manufacturing enterprises,the optimal adjustment opportunity of regulatory policies and soft policies is the first period;technology stable parts manufacturing enterprises,the optimal adjustment opportunity of economic policies is the first period;for technology stable power transmission and transformation equipment manufacturing enterprises,the optimal adjustment opportunity of economic policies and regulatory policies is the first period,and the optimal adjustment opportunity of soft policies is the second period;for technological innovation wind power generation enterprises,the optimal adjustment opportunity of economic policies is the first period;for technology stable wind power generation enterprises,the optimal adjustment opportunity of economic policies and regulatory policies is the first period,and the soft policies should be adjusted in the first period or be stable for a long time.In conclusion,the impact of various industrial innovation policies on the innovation performance of different types of wind power enterprises is different,and the optimal adjustment opportunity of different policies is also different.Therefore,according to the characteristics of enterprise innovation,timely formulation and adjustment of industrial innovation policies to encourage,support and guide the scientific development of wind power enterprises are the necessary premise to improve the innovation performance of wind power enterprises,and also the necessary premise of technological catch-up of China's wind power industry.This study systematically analyzes the impact of industrial innovation policies on the innovation performance of wind power enterprises,and further defines the time boundary of the effect of various innovation policies,and then identifies the the optimal adjustment opportunity of different innovation policies.It not only enriches the existing innovation policy research content,but also helps to better understand the development characteristics and competitiveness of China's wind power industry.At the same time,it provides ideas and theoretical reference for the similar research of complex process mechanism from macro to micro.The paper has 40 figures,32 tables and 410
