In the STCW Code,Section A-V?/2,Part 3,the general principles of navigational watchkeeping,it is stated as follows:"It should be ensured that the bridge watchman is reasonably arranged according to the situation,and the limitations of the qualification or competence of the personnel shall be considered.".Starting from this sentence,this article studies the double duty mode of one deck officer and one deck officer on the navigating watch team of a ship under normal circumstances.Based on the premise that the navigational watchmen on the bridge are all competent,with the goal of multi-level and multi-faceted personnel collocation and coordination factors optimization as the goal,how to conduct a more scientific sea-going bridge double-duty mode of personnel assignment.First of all,this paper establishes the influencing factors for the evaluation of the coordination of bridge watch collocation for individual personnel;based on this,the evaluation index system for the coordination of navigation watch collocation of bridge crew is established,and the requirements for subsequent optimization are established.The evaluation rules of superiority and membership.By issuing questionnaire surveys to industry experts,the weights of related indicators were further determined;secondly,the fuzzy optimization theory was used to establish a mathematical optimization model for the multi-level and multi-objective problem of the coordination of navigating watchmen on the bridge;thirdly,the ship management was investigated through interviews The company obtained the information of the personnel who are suitable for watch before the voyage of the operating ship,and tested the feasibility of the coordinated matching method.In summary,the results and conclusions obtained in this article are as follows:(1)Established an evaluation index system that can be used to evaluate the navigating watch crew on the bridge.(2)The fuzzy optimization theory is applied to establish a method for the selection of sailing watch personnel.(3)Enter the relevant data of the actual operating ship personnel,and finally select the only plan from a variety of personnel scheduling methods,which proves that the coordination and optimization system of this article has a certain operability,and puts forward suggestions for the arrangement of the navigation watch personnel on the bridge.This paper introduces the mathematical model of fuzzy optimal value into the team allocation problem in the field of ship management,and specifically solves the multi-level and multi-objective problem of navigating watchman collocation on the bridge.It has certain guiding significance for the ship management company,the captain,and the chief officer's designated bridge navigation watch schedule,and provides a reference for the research of ship management personnel.
