Study On The Construction And Emergency Mana Gement Of Forest Fire In Haidian District,Beijing

Forest fire prevention is an important guarantee for China's ecological construction,and the primary task of the protection of forest resources,an important part of the national emergency management.Facing the serious nature of major forest fires,the traditional model of emergency management in "predict—response" mode has been unable to meet the needs of today's blackout incident response disposal."A response scenario" approach is becoming the new direction of academic research at emergency management."Scenario response" under the management mode of "scene construction method" is the current emergency response of the frontier and hot research on forest fire emergency management.The research is not only the trend of theoretical research,but also the realistic demand of the major forest firesIn this study,the major forest fire events as the research object,selects Beijing city of Haidian District,introduced the scene structure,discusses the forest fire scene construction of emergency management mode based on the main conclusions of the study are as follows:(1)Analyzes the factors that influence the occurrence and development of Haidian District major forest fires,constructing a risk evaluation index system of forest fire in Haidian District,the application of AHP and fuzzy comprehensive evaluation method,to determine the factors of forest fire in Haidian District of higher risk;at the same time Beijing and surrounding areas of historical fire information was analyzed,provided the theoretical support for screening of major forest fire scenario construction situation on the basis of the two.(2)The Haidian District forest fire response phase is divided into 5 stages and 9 scenarios,and the capacity requirements are analyzed according to the evaluation process of capacity assessment.(3)The competency gap assessment results.In response to the "possible major forest fire scene" in Haidian District in the following 7 aspects:the shortage of forest fire forecast system is not perfect,lack of fire barrier network construction,fire power traffic inconvenience,forest fire monitoring network is not complete,professional team of forest fire fire control is weak,fire the scientific management and the level of information to improve the news public opinion guidance strategy needs to be improved and the linkage mechanism to be tested.(4)Suggestions for emergency preparedness were put forward,and suggestions were put forward to improve the ability of comprehensive prevention and control of forest fires in Haidian District,such as fire management,monitoring and warning,barrier technology,fire fighting and command.
