Study On The Affecting Regional Poverty Reduction By Forest Carbon Project

In recent years,the large amount of fossil energy consumption and other production activities accumulated to the atmosphere have exceeded the environmental capacity.Therefore,reducing the emissions of greenhouse gases into the atmosphere and protecting the common interests of mankind has become a consensus.Forest carbon sinks have triple functions of adapting to and mitigation of climate change and poverty alleviation.As a tool to achieve a beautiful China,forest carbon sinks are gradually being applied to coordinate ecological protection and economic and social development.Using abundant carbon sink resources to realize double effects of Poverty reduction Economic benefit of "Jinshan Silver Mountain" and long-term Ecological Protection of "Green Mountain and Green Water".Therefore,forest carbon sink can play an important role in both the increasing realistic demand of forest carbon sink project and the new requirement of the central government on the work of ecological poverty alleviation.This paper takes Chaohe Forest Farm,struggling Forest Farm,28 Station Forest Farm and Yuying Forest Farm as the research objects for the afforestation projects of Tuqiang Forestry Bureau of Daxinganling Mountains.Based on the theory of sustainable development the basic theory of economics and the theory of poverty and anti-poverty.First of all,Current situation of Forest carbon sink projects and Poverty reduction at Home and abroad,and the practice of Forest carbon sink project are analyzed.Secondly,the importance of forest carbon sink project on regional poverty reduction and the role of forest carbon sequestration in poverty alleviation are analyzed.In the end,the paper introduces the basic situation of carbon-sink afforestation project of the large-scale Daxing 'an Mountains in China and summarized the influencing factors of forest carbon sink project on poverty reduction.According to the literature,the characteristics of the project are selected as the exogenous latent variable,economic situation,social situation and the number of people who reduce poverty are selected as intrinsic latent variable.The structural equation model was used to analyze the influence factors of forest carbon sink projects on regional poverty reduction and the relationship between them.The empirical results show that the forest carbon sink project contributes to poverty alleviation through social employment and economic situation,in which the impact of social employment on poverty reduction is higher than that of the economic situation.Finally,based on the practical analysis of forest carbon sequestration projects and regional poverty reduction at home and abroad,and the empirical results of forest carbon sequestration projects on poverty reduction factors,the paper puts forward the corresponding countermeasures from three dimensions:farmers,projects and enterprise governments.First of all,from the level of farmers to tap the "hematopoiesis" of poverty reduction potential,improve participation mechanisms and strengthen education and training,to enhance the awareness of forest carbon sink among the poor.Secondly,at the project level,it is proposed to develop and design forest carbon sequestration projects that highlight the benefits of the poor population and to build monitoring and evaluation mechanisms for the projects.Finally,from the level of government,some suggestions are put forward to provide the poor population with the benefit guarantee before the implementation of the project and the establishment of forest carbon sink cooperatives.
