Research On Comprehensive Performance Of Forestry Carbon Sequestration Projects And Carbon Sequestration’s Price Formation Mechanism

With the entry into force of Kyoto Protocol,forestry carbon sequestration projects have been gradually developed in the world.In recent years,China has actively carried out pilot forestry carbon sequestration projects and carbon trading pilot projects,and achieved remarkable results.As a major forestry province in China,Sichuan Province has two typical CDM(Clean Development Mechanism)forestry carbon sequestration projects.At the same time,Ya’an,Liangshan and Nanchong cities in Sichuan Province have also actively carried out domestic forestry carbon sequestration projects.On the one hand,forestry carbon sequestration projects have multiple ecological,economic and social benefits.How to establish a scientific evaluation system to evaluate and quantify the comprehensive benefits of forestry carbon sequestration projects is the key to achieve sustainable development of forestry carbon sequestration projects.On the other hand,from the perspective of forestry carbon sequestration project performance,this paper studies the formation mechanism of forestry carbon sequestration price for the completion of forestry carbon sequestration and carbon trading market.Good has great significance.Based on the above two aspects,this paper studies the performance evaluation of forestry carbon sequestration projects and the formation mechanism of forestry carbon sequestration price.Firstly,through reading the relevant literature on forestry carbon sequestration,the paper studies the current situation of forestry carbon sequestration projects at home and abroad and relevant academic frontiers,respectively elaborates the related theories of CDM,forestry carbon sequestration project knowledge and the formation mechanism of forestry carbon sequestration price,and summarizes the advantages and necessity of developing forestry carbon sequestration projects in China.Secondly,on the basis of ecological value theory,coordination theory and sustainable development theory,grasping the principles of independence,representativeness,comparability,rationality,hierarchy and scientificity and operability,the performance evaluation index system of forestry carbon sequestration project is constructed from three dimensions of ecological benefit,economic benefit and social benefit,and each index is determined by the combination weight method of AHP and entropy weight method.The index weight is based on the expert scoring method.Thirdly,on the basis of performance evaluation,using Stackelberg differential game model,this paper establishes a game analysis framework between government and forestry carbon sink enterprises in terms of carbon sink trading price,trading volume and transfer payment level,and studies the mechanism of forming forest carbon sink trading price through game.Using HJB equation and reverse regression method,the equilibrium solution of carbon sink transaction price,trading volume and transfer payment level between government and forestry carbon sink enterprises is obtained.Finally,in order to verify the operability of the performance evaluation system of forestry carbon sequestration projects,10 districts and counties of degraded land afforestation projects in Northwest Sichuan Province were taken as case studies,and the original data were obtained by visiting and field investigation.The results show that the proportion of ecological benefits,economic benefits and social benefits of forestry carbon sequestration projects in Sichuan Province is unbalanced.With the improvement of forestry carbon sequestration trading market,the transaction price of Stackelberg differential game of carbon sequestration decreases year by year,the total amount of carbon sequestration transactions increases year by year,and the transfer payment level of government increases year by year.After years of game between government and forestry carbon sequestration enterprises,the three factors are discussed.All of them tend to be stable,which provides a reference for Sichuan government to formulate tax policy and decision-making of forestry carbon sink enterprises,and promotes the perfection and development of forestry carbon sink and carbon trading market.
