Research On The Construction Strategy Of Forest Farm Operation Mechanism Under The Background Of Reform Of Key State-owned Forest Areas

The key state-owned forest areas in Heilongjiang have been exploring new development models since the overall suspension.The "Guidelines on State-owned Forest Area Reform"issued by the Central Committee of the Communist Party of China and the State Council in February 2015 provided new guidelines for forest farm reform in key state-owned forest areas.Opinions point out that key state-owned forest areas,under the premise of bearing ecological functions,innovate management and operation methods.By clarifying the relationship between local and enterprises,reforming operation methods,and exploring the construction of state-owned forest areas,they can be purchased through ecological services for forests.District economic transformation provides a way out.At the present stage,with the extensive attempts of the PPP model in China,some scholars have also conducted theoretical research and discussion on forestry reform and the PPP model.In the development of the PPP model,the state has also tried forestry and the PPP model on a small scale,but mainly concentrated in the southern state-owned forest areas,and has not yet tried key national forest areas.This paper takes the improvement of the operation mechanism of forest farms in key state-owned forest areas in Heilongjiang Province as the main research object.Through literature research and data collection,the starting point of the current state of forest farm operations in Heilongjiang’s key state-owned forest areas and the problems existing at the current stage are attempted.Combining the operation of forest farms with the PPP model,the new financing and management methods brought by the PPP model can alleviate the financial pressure of the forestry bureaus in key state-owned forest regions in Heilongjiang,and by summing up the four countries of the United States,the United Kingdom,Canada and Australia Use the experience of the PPP model to design forest farm operations,discuss the feasibility and necessity of forest farm operations in key state-owned forest areas under the PPP model through the practical application of PPP models at home and abroad,and establish implementation principles of forest farm operation mechanisms.Based on the research background and the analysis of the current situation of the forest farm,the process of forest farm operation and forest farm operation under the PPP mode is designed in a phased principle.From the perspective of the life cycle of a PPP project,analyze the types of risks that may occur in the forest farm operation mechanism under the PPP model.
