China is a big fishing country as well as a big fishing boat country.The number and scale of fishing boats rank first in the world.Fishery ship is not only an important carrier of fishery production,but also an important means of production and life for fishermen and fishery operators.With the development of social progress and science and technology,fishery ship has experienced a long development process from a leaf boat to a modern fishing boat.Fishing vessel supervision is the basis and important content of fishery management.It is of great significance to promote fishery development,maintain production order,protect the safety of fishermen's life and property,and conserve fishery resources.Marine fishery resources is a kind of renewable resources,but the fishing intensity exceeds the renewable capacity of resources,which will cause the depletion of fishery resources.For a long time,the development and utilization of marine fishery resources has been in an excessive state.The main economic fish resources have been greatly reduced.The problems such as the decline of benefits,the shutdown of fishing boatsand the decline of fishermen's income have become more and more serious,which has become a negative factor affecting the economic development and social stability of fishing areas.In recent years,the continuous decline of marine fishery resources has become a hot issue all over the country.The Central Committee and the State Council attach great importance to this.General Secretary Xi Jinping has made important instructions on promoting the sustainable development of marine fisheries for many times in the process of inspecting coastal areas,and the state Council has issued special opinions on promoting sustainable and healthy development of marine fisheries.In order to conserve and make rational use of marine fishery resources and make it a sustainable industry,the state has implemented the system of closed fishing in the summer since 1995.It stipulates that certain fishing operations shall not be carried out at a certain time and in a certain water area every year.Its main purpose is to provide opportunities for marine living resources to recuperate by stopping fishing activities in spring and summer when fish breed and young fish grow.After many years of implementation,the system of closed fishing in the summer is becoming more and more perfect.From the beginning,a small number of fishing boats of operation type closed fishing,and gradually developed to all fishing boats except a small number of operations with little damage to resources.The policy has become an important measure to promote thesustainable development of Fisheries and improve the ecological environment,which has been widely supported by the community,warmly welcomed by the majority of fishermen,and achieved good ecological,economic and social benefits.Based on the basic statistical data of the competent fishery department,this paper introduces the current situation of Fujian's marine fishing vessels,selects the representative illegal cases,analyzes the existing problems and causes in the supervision of Fujian's marine fishing vessels,and draws lessons from the successful experience of the supervision of marine fishing vessels at home and abroad Corresponding countermeasures and suggestions.
