Study On The Signing Affection Factors And Countermeasures Of System Feedback Management In The Community Medical Contract Services

It is an important task for the reform of the medical and health system to transform the basic medical and health service mode and implement the community medical contract service(also known as the family doctor signing service).It is also an important way to ensure the health of the people in the new situation.After a decade of pilot work,the health service of community medical contract in China has been popularized in 2016.The course of development in the past two years has not only achieved positive results,but also highlighted a lot of problems.Therefore,there is an urgent need to conduct further research on the problems in the development of contracts and management strategies.This article adopts the literature research method,interview research and systematic feedback analysis method.Through the study of previous literatures,we can know the current research status of community medical contract services and find out the influencing factors and development problems of community medical contract health services.Based on this,we use Peter St's feedback analysis theory to construct11 feedback models were used to analyze the causality relationship among variables in the development of community medical contract services,and found the key factors to restrict the development of policies.Finally,some management countermeasures to eliminate the restrictive factors were put forward.By the study,the following results are obtained:(1)By the study of the influence factors of the contract,this paper has obtained14 key factors affecting the development of community medical contract service from three aspects of policy,community hospital and community residents.The policy areas include: the degree of perfection of policies,the degree of community residents signing up and the degree of policy advocacy;community hospitals mainly include:the construction of community hospitals,the scope of services,the level of medical service provided by doctors,the supply of medicines in hospitals and community hospitals The community residents mainly include the health status of the community residents,the status of marriage and childbearing,the degree of doubts the residents have about doctors,the degree of awareness of the acquired services and policies aftersigning the contract,and the stability of the residents.(2)Based on the research and the practical problems,by building 13 system feedback models and performing feedback analysis,management strategies to eliminate the development of control systems were obtained.In the aspect of government,this paper believes that we should improve the policy implementation focus,pay attention to the possible policy problems in implementation,pay attention to the quality of contracted service and improve the enthusiasm of family doctors in many ways.In the community hospital,we think that to improve the infrastructure and improve the hospital service ability.In terms of residents,this article believes that we should enhance the medical and health awareness,protection of service rights after signing.This research is of great theoretical significance for enriching system dynamics theory and community health service theory.It is of great social practical significance to promote and promote the community medical contract service to promote and implement the contract policy of the State Council "guidance on promoting family doctor signing service".
