The Research About Cost-control Policy Of New Rural Cooperative Medical Insurance

With the rapid growth of China's social economy,the development of medical and health has also entered the fast lane.While people enjoy high-quality medical services,the rapid growth of medical expenses cannot be ignored.Henan Province is an agricultural province with a large rural population.Since 2003,the implementation of the New Rural Cooperative Medical Insurance,98% of farmers have joined this system.The New Rural Cooperative Medical Insurance has provided guarantees for the peasants' health.However,the rapid increase in medical expenses has made the safety of the new rural cooperative fund challenged,and the risk of fund overdrafts is increasing.In order to further improve the efficiency of fund use and ensure the safe,stable,and effective operation of the medical insurance fund,the medical insurance authorities have taken relevant measures to avoid over-rapid growth of medical expenses and increase the burden on the peasants.This article is based on the current research status of domestic and international medical insurance control costs,summarizes its core content,including reimbursement standards,reimbursement coverage,reimbursement ratios,etc.,and analyzes the influencing factors of medical insurance payment control fees.This article takes a public hospital in Henan province as the research object,collects information on the expenses of New Rural Cooperative Medical Insurance patients discharged from the hospital from 2012 to 2017,and measures the implementation of various new rural cooperative control measures taken in Henan Province before and after the comparison of the control fees.The growth rate of medical expenses found that the growth rate of medical expenses for this patients has slowed,but it has not reached the expected target.The reasons are as follows: The payment method for the new rural cooperative medical system needs to be improved,and the new rural cooperative management agency should strengthen supervision and so on.Based on the above reasons,from the perspectives of government management,hospital management and patients,we propose the following countermeasures for the new rural cooperative control fees: The government: Establish and improve the supervision and management mechanism of medical institutions,vigorously develop the primary medical and health services,and increase personnel technical support and medical care.Increase the investment in facilities construction and establish the hierarchical diagnosis and treatment system,and precise positioning of the nature and role of public hospitals.The hospital: Strengthen daily medical quality management,improve the level of medical services,and introduce medical cost control into the daily assessment mechanism.Strictly control the standards of patients entering and leaving the hospital,and resolutely put an end to the occurrence of irregularities such as irrational drug use,unreasonable inspection,unreasonable treatment,and unreasonable charges.The patient: Cultivate preventive care physicians,and actively guide patients at the primary level.
