Study On Medical Aid Based On The Poor About Shanxi Province

In recent years,along with the decline in the level of economic development in Shanxi Province,the traditional coal-,coke-,metallurgy-,electricity-,resource-dependent and other resource-dependent enterprises have been sluggish.The number of low-income groups in cities in Shanxi Province has further increased,and a large number of poor people have emerged.The phenomenon of inter generational transfer of poverty.Among the urban poor,they are faced with the high cost of living in cities and on the other hand they have to cope with high medical expenses.As a special aid system to protect the medical needs of the poor,the medical assistance system is the last line of defense in the medical insurance system and serves as a safety net.The medical assistance system can provide timely medical security needs for families or individuals with difficult families or large amounts of medical expenses due to illnesses.This ensures that citizens of a country enjoy the right to health and survival rights in a fair manner,which is a true portrayal of the government’s adherence to the people-centered concept.In the face of the current situation of medical assistance for the urban poor in Shanxi Province,the provincial party committee and government strengthened the main responsibilities of the government,increased investment in medical aid and large funds,and strengthened supervision.On the other hand,it actively guided and encouraged social forces to participate in medical assistance.In this paper,we first review the relevant policies of the state and Shanxi Province in the field of medical assistance in recent years and the literature of relevant scholars.We also consult the Statistical Yearbook of China,the Statistical Yearbook of Shanxi Province,the Civil Affairs Yearbook,the Health Yearbook,and the Social Economic Development Report.,Sort out some relevant data in the urban medical assistance in Shanxi Province.On this basis,through the analysis of the data and comparison with other regions in the country,from the perspectives of personnel training,system design,capital investment and distribution concepts,and salvage concepts,it was discovered that the urban medical assistance system in Shanxi Province exists in practice.Insufficient,and made a variety of reasons.Finally,the experience of successful foreign countries in developing medical assistance in developing countries and developing countries combined with the actual situation in Shanxi Province,put forward to solve the problem of medical assistance to the urban poor in Shanxi Province.From the improvement of the medical assistancework mechanism,to create a good system to implement the environment,to build an efficient medical assistance system and other aspects to consider.
