Analysis On The Current Situation And Advancing Strategy About Hospital Doctor’s Multi-practice In Hebei Province

Objective In order to further promote the Hebei province doctor’s multi-practice and guarantee the effectiveness of policy implementation,this thesis analyzes the policy and summarizes the status quo of Hebei province doctor’s multi-practice.On this basis,this thesis finds out the main problems in Hebei province doctor’s multi-practice process,and conducts an in-depth analysis on the main factors hindering policy promotion and finally in the hope of working out relevant strategies to push forward the policy implementation.Methods 1)Literature analysis method:through relevant review,the study is made about the promotion modes of doctor’s multi-practice,and the research process and latest studies on multi-practice at home and abroad.2)Policy contrast analysis method: as for the implementation time and the key policies,the comparation was made between Hebei province with other provinces(except Hong Kong,Macao and Taiwan)conducting doctor’s multi-practice policy,to understand and analyze the content of doctor’s multi-practice policy in Hebei province.3)Questionnaire survey: according to the economic level of Hebei province(per capita GDP)in 2016,the 11 cities in Hebei are divided into two levels.One city was randomly selected from each level,and a Grade III Level A hospital was randomly seclected from each city for questionnaire survey.4)Interview method: in-depth interviews were made with the administrative staff from Health and Family Planning Commission and the clinicians and management staff of these hospitals,and the main content involves in the effectiveness of Hebei province doctor’s multi-practice,the obstacles for policy implementation,and some suggestions as to how to promote it.Results 1)Policy comparison: Hebei province has a relatively late start to implement doctor’s multi-practice policy than other provinces.The titles for doctor’s multi-practice are limited.It attempts to explore regional registering system in the registration of doctor’s multi-practice.There are no specific limits for the numbers of sites and scope of doctor’s multi-practice in the policy.As for the regulation of doctor’s multi-practice,Hebei province puts forward a management method of trans-provincial multi-practice according to the actual situation of this province.2)The present situation of doctor’s multi-practice in Hebei province is as follows:(1)Official statistics of Hebei Province: by the end of 2015,there were 688 doctors practiced in multiple locations in Hebei province.By February 16 th,2016,there were 707 doctors practicing in multiple locations in the province.(2)The results of questionnaire survey: only 19 of the 219 subjects were practising in multiple locations,the proportion of which accounted for 8.7%.The multi-practice area of 19 doctors was in the Hebei province,and no one used their working hours to practice in multiple locations.Only 3 people practiced at the basic level medical institutions.106 of the 219 respondents said they did not know the doctor’s multi-practice policy.151 of them were willing to practice in multiple locations.But only 1.4% of the doctors were willing to practice in multiple locations outside the province.3.7% of the doctors said they would be willing to practice more than 3 days a week.(3)Interview results: after the interview,three themes were concluded.There are limitations existing in hospital personnel system.The multi-practice policy will aggravate the burden of hospital management and reduce the quality of medical care,and the relevant regulations and regulatory mechanisms of multi-practice need to be improved.3)Main obstacles of doctor’ multi-practice:(1)Health administrative departments: imperfect supporting policies.Lacking of laws and regulations.Unclear liability for medical damage compensation.And supervision of doctor’ multi-practice.(2)Medical institutions: the training and loss of medical and health personnel.The overall medical level of the practicing institutions is declining,and it becomes more difficult for medical institutions to manage the doctors.(3)Clinicians: medical equipment limits their own business level.Coordination problems within medical cooperation team.Doctors concern their own safety.4)Strategies and suggestions: by learning the advanced experience of other countries and other regions,the study put forward strategies and suggestions from the perspective of health administration,medical institutions and clinicians.Conclusion At present,Hebei province doctor’s multi-practice is still in the initial stage of exploration.In the process of implementation,we need to solve major obstacle factors from the administrative departments of health,medical institutions and clinicians,to put forward feasible and operative strategies in order to ensure the smooth implementation of the policy.
