New rural cooperative medical insurance policy is a comprehensive medical assistance plan for the rural residents which is introduced and financed by the government.Over the years,the state introduced a series of policies and measures to promote the development of new rural cooperative medical system.The policy is a farmer-friendly policy which is aiming to help the rural residents with inexpensive and convenient medical services.This paper will conduct an evaluation of this policy and test the effectiveness of the policy implementation.This evaluation is an essential part of government performance evaluation.The purpose of conducting such evaluation is to emphasize the government responsibility and to improve government efficiency.The government performance management can be improved by this sort of evaluation and review which also make huge contribution to build up a more comprehensive and effective governance system.On the basis of a comprehensive study of the status both domestically and internationally,this paper is focusing on the elements are neglected by other research and studies from the statistics summarized from the questionnaire about the satisfaction of the medical assistance service in L city.The research is from an independent view to illustrate what factors are contributed in the satisfaction survey.The major stakeholders in this policy(participating farmers,designated medical institutions and agencies)are involved in the survey and in the research.The survey results are categorized and analyzed.The linear regression model is used in the analysis to discover what factors will contribute to residents' satisfaction of the policy.Based on the factors and research results,the improvement suggestion for the policy and service is addressed for the governance to consider in their future policy making process.Conclusions are as follows : first,the participation factors between farmers anddesignated medical institutions are mainly relating to the service quality from designated medical institutions,drug,treatment,fees,reimbursement procedures and staff qualifications in designated medical institutions;second,factors participation between farmers and agencies are primarily relating to the cost of which type of medicine can be reimbursed,how much can be reimbursed,compensation standards,propaganda and staff service quality;third,designated medical institutions and handling factors affecting inter-agency are primarily relating to the work environment,medical equipment,professional training and staff evaluation mechanisms & qualification in the designated medical institutions,together with the financing efficiency from local government.Finally,this paper provides a comprehensive improvement suggestion for the government from the prospective of government policy making,governance system design,policy implementation and oversight mechanism.The research can be used to improve the implementation of the policy and make necessary modification of the policy and service.
