| Early from April 2009,the New Medical Reform project had pointed out directly that we need to set up a community health service network.Reforming medical institutions were carried out in Jiangsu immediately.Now a perfect community health service network has already been formed.However,the transformation of community health service means providing basic medical services at the meantime providing basic public health services.This is not only a big challenge for the medical units of the original human resources,but also a‘bottleneck’ for development of the future community health service center.Based on the relevant theories of human resource,I try to analyse the relationship among the basic community medical service,the community health services and the human resources in Wuxi xishan district.I also try to figure out the problems of human resources in community health service in China,analyse the causes,and bring out rational settlements adapted to China’s national conditions.This article is divided into six chapters.The first part is the introduction,which mainly expounds the background and significance,and reviews the contents of relevant literature.In this part,I also put out the cause of this research and the study of this subject and the research methods.The second part explains the related concepts and theoretical basis.I attempt to define related concepts such as human resources and human resources configuration,and try to provide relevant theoretical basis for thisresearch.The third part analyses the status quo and problems of the community health human resource.I try to analyse the present situation and the demand in order to put forward the existing problems.The fourth part analyzes the causes of community health human resource allocation problems.It generalizes the function transformation,the talent policy,the government investment,and management,etc.The fifth part discusses the experience at home and abroad.Comparing health policies among different countries,such as Britain,the United States,Germany,Australia and Japan,I summarize the enlightenment to our country.The sixth part puts forward the policy recommendations.It contains how to determine the appropriate community health manpower allocation standards,how to increase the number of public health personnel,how to carry out grassroots personnel policies and how to use increased government budget.In this article,I discuss how to allocate human resources for health rationally and also provide the theory and practice reference for continuing development. |
