| In the new healthcare reform,system reform of pay for performance within management system of hospital plays a very important role to display characteristics of hospital and fully stimulate positive of medical staff,and it is also an instrumental method to realize the goal of benefiting people in the new healthcare reform.To adopt scientific means to perfect pay for performance allocation system,carry out the evaluation mechanism focusing on both economic and social interests and reasonably decide the level of medical staff treatment is one of the keys in healthcare reform.The front base of healthcare reform,Sanming city,Fujian province,has established scientific evaluation mechanism,implemented systems of total wages controlling,annual salary for dean and targeted salary for all staff in reform of pay for performance since it began to conduct comprehensive reform of public hospitals,featured by "Three medical linkage" of medicine,health care and medical insurance.A lot of measures that Sanming city took not only increase legal incomes of medical staff,mobilize their positive,recognize their social status and labor value but also improve medical care capability,service quality and efficiency of hospital.so it creates great experience for reform of pay for performance in comprehensive reform of publish hospital.Reform of hospital pay for performance system need form rational stimulate mechanism and ensure healthy and sustainable development of hospital and smooth moving of national medical mechanism reform in line with government’s requirements on hospital operation system reform and management.Based on that,this paper makes some discussions of hospital pay for performance system reform.Through questionnaire survey,expert interview,statistical analysis,etc.,this paper conduct investigation and analysis of implementation of public hospital pay for performance of Sanming city,Fujian province,on this basis,it also concludes design problems of pay for performance under Sanming model and gives out practical resolutions.This paper can be divided into seven parts,The first part is the introduction of innovation content;the second part is to introduce related definition and theory of pay for performance system;the third part is to explain Sanming model under new healthcare reform policy from reform measures,results,social appraisal and so on;the fourth part is to analyze the status of pay for performance system in public hospital under Sanming model in accord with survey data,mainly introduce implementation of investigation and research,basic information of investigated targets,current situation of pay for performance in hospital,opinions on current pay for performance system of hospital staff and so on;the fifth part is to analyze the problems existing in the pay for performance design of public hospitals and find out those problems according to Literature review,interviews,and statistical results of the survey data;the sixth part is to make some advices in view of the problems existing in pay for performance design;and the last part is to summarize and prospects the research of this paper. |
