The Study On The Practicing Ability Of TCM Practitioners In Traditional Chinese Medicine Hospital Of Fujian Province Based On The Competency Model

Objective:This paper aims to construct the model for the feature competency of traditional Chinese medicine(TCM)practitioners in Fujian TCM hospitals.In addition to this,this paper evaluated the current competency of TCM practitioners and discussed the shortage in the construction of TCM practitioners' competency in Fujian TCM hospitals.It further raised the relevant suggestions and acts that can help to improve the comprehensive capacity of TCM practitioners in Fujian Province,and thus to promote the transition of human resources management model and increase the overall efficiency in Fujian TCM hospitals.Methods:1.Literature search and analysis.Collect relevant domestic and international literatures,as well as physician competency research results and applications,which were summarized and used to extract the factors involved in the feature requirements of the TCM practitioner competency.This laid up a foundation for model design and construction.2.Expert consultation.This method is divided to two steps.First,the competency factors of the model were modified based on the consultation from professional TCM physicians in Fujian Province,which also considered their duties in the position.Next step was to use the investigation results from the experts to further determine the factor compositions in the model of Fujian TCM practitioner's competency.3.Behavioral event interview.Interviews were conducted among selected Chinese doctors to determine the importance of each dimension of the competency of Chinese medicine practitioners,namely the weight in the model.4.Questionnaire survey.A questionnaire survey was conducted from a total of 269 TCM practitioners from 5 comprehensive Fujian TCM hospitals.This survey included the basic situation of the surveyed subjects and the "Scoring Table of TCM practitioner Competency".The results from this survey were analyzed and evaluated.5.Statistical analysis.After organizing and analyzing the obtained data and information,Microsoft Excel was used to generate the tables and figures.Moreover,SPSS19.0 software for windows was used to statistically calculate and verify these data.Results:1.Fujian TCM practitioner competency model has been built based on relevant contents from “Global Minimum Essential Requirements”,and through qualitative and quantitative analysis.This TCM practitioner's competency model includes 46 competency factors in seven dimensions,which can reflect more comprehensively the evaluation requirements of practitioners in TCM hospitals in Fujian Province.2.After the normalization of the frequency of 7 dimensions of TCM practitioner competence through behavioral event interviews,the weight of each dimension in the model is determined.3.This paper evaluated the current practicing competency of TCM practitioners in Fujian TCM hospitals,by using the constructed TCM practitioner's competency model.It found that the TCM practitioners' ability to practice of the TCM Hospital of Fujian Province are at a medium level.Especially,clinical skills of TCM need to be further consolidated;lack of ability to collect and retrieve medical information;insufficient attention to group health and international health system.4.Based on the competency model of TCM practitioners,put forward different methods and suggestions for differentiating qualified and excellent TCM practitioners.As a reference for selection,training and performance management of TCM practitioners.Conclusions:This paper constructed the competency model of TCM practitioners in Fujian TCM hospitals.It also analyzed the existed problems in the practicing ability of TCM practitioners in Fujian Province.The relevant opinions and suggestions was presented to improve the comprehensive ability of TCM Practitioners in Fujian TCM hospitals.
