Study On Non-Governmental Organization For HIV/AIDS Prevention And Control In Fujian Province

With the prevalence and spread of AIDS epidemic in China,the whole society is paying more and more attention to the prevention and treatment of AIDS.In view of the particularity of AIDS prevention and service target groups,it is very difficult for the government to have an effectively control.NGOs with their natural advantages,namely,flexibility and universality,which play an important role in AIDS prevention and control.Based on the new public management theory and social governance theory,this paper firstly analyzes and collates the relevant reference,thus forming a certain theoretical basis.Secondly,through the questionnaire survey,in-depth interviews and on-the-spot investigation,we have more information about Fujian NGO’s staff and analyze their participation in AIDS prevention and control by method of quantitative analysis.The study shows that NGO have an active effect in AIDS prevention and control,including a variety of activities,diverse targeted groups and more diversified methods.They offer more psychological support to people.The overall quality of the staff is high and the stability is acceptable.However,we haven’t seen so many NGOs and the development of these organizations is still immature.One of the important factors restricting the development of the organizations is the lack of funds.At the same time,the demand for funds,material and equipment sites,cooperation with the government and organizational capacity building is generally high and we think highly of their work.Internal support is better than external support,but external support is limited by lack of funds and organization’s ability.In addition,the staff also put forward expectations on the work content,effectiveness,interaction with society,and resource information sharing among organizations.We have discussed again the problems and reasons of Fujian NGO’s participation in AIDS prevention and treatment.Including inadequate organization,lack of interaction with social environment,we believe that the lack of government support,the imperfection of purchasing services,the lack of social awareness and the imperfection of the legal system are another obstacle.Finally,through comparative analysis of successful experience,combined with the actual situation of Fujian Province,they put forward a better path of NGO participation in AIDS prevention and control.The government should change its attitude,conduct unified management,improve the system of purchasing services,and provide professional guidance and training.As for NGO,they should strengthen ability,enhance the transparency of information disclosure,and strengthen the interaction with the social environment.At the social level,we should raise public awareness,eliminate discrimination,and guide public opinion.
