and they trajectories under the sun and allow the power to accept the supervision of the masses as the role of power preservatives.Then the localities followed suit.In the context of governing the country based the law,administering the government service,and the government information to be opened,the functions of the power list had been continuously adjusted and expanded to suit the reforms.Local practice attracted the attention and recognition of the central government.The power list was proposed as an administrative institution first time at The Third Plenary Session of the 18th Central Committee of the CPC.In 2015,the China Affairs Office and the State Council issued a document stating that the power list system is an important measure for the modernization of national governance systems and governance capabilities.It requires governments and administrative departments at all levels to fully implement them.In practice,the health administrative departments of local governments have been launched the power list system.On the surface,the power list system is not related to the health administrative departments which belongs to the social field,even say,the word "power" seems to be dazzling.From the perspective of the reaction of the academic community,the degree of attention was also not high.Traditional health management research was mostly based on resources localization.The analysis of allocation factors involves the relationship between the government and public hospitals and generally uses vocabulary such as "regulation" and"holding" to reflect specific functions.There was less cross-research between health management and power and law,so the power list system is the political and economic fields are in full swing.In the health field,especially in the grassroots health administrative departments,how to position and how to play the value function is even more crucial to what connotation elements should be given.The problem has not yet been studied in depth,and it is exactly what this article tries to explore.In addition,this article also combines practical cases to try to analyze the problems existing in the existing power list and try to propose directions for future improvement.This paper is divided into five modules.The first module is the analysis of basic theories and key concepts;the second module is the actual exploration of the power list system of grass-roots health administrative departments.Through the text analysis and field interviews,we understand that the B The progress of the implementation article analyzes the confusing concepts such as rights,duties,power,authority,authority,duties,and functions through literature research,and sorts out the theory of government functions,theory of public goods,and division of powers.in principle.After actually exploring the module,through text analysis,this paper finds that there are serious heterogeneities in the power lists of the provincial-level health and planning committees in the country,which reflects that the provincial-level health and planning committee does not recognize or respect the power list system;The actual current list of powers only plays a role in information disclosure,and it has limited effects on the administrative system reform and the health system reform.When the module should be explored,first of all,a theoretical analysis of the power list system in the general field should be carried out.In terms of the connotation elements of the power list system,this paper believes that the power list system is based on the principles of legality,reasonableness,openness,and accountability.The existing administrative powers and responsibilities of government departments are centered on a series of system systems that form effective and statutory lists of powers and responsibilities.The resulting elements include comprehensive,statutory,and reasonable powers,as well as a list of powers.A consistent list of responsibilities,the process elements should be administrative legislation,its legal attributes should be rules or regulations,its functional value is to help simplify the decentralization of government,rationalize and build a new type of relationship between the government,the market,and the society.The functions of the three parties are adapted to the socialist market economic system.With regard to the proper level of the power list system of the grassroots health administrative department,this paper believes that the function of the power list system has its special place in the health field.Compared with the main functions of the power restriction in the political field,the power list system in the health field is mainly We will implement localized management of the medical and health industry through the promotion of decentralization,deregulation,and regulatory oversight,promote the implementation of the modern hospital management system through clarifying the powers and responsibilities of the government and public hospitals,and clarify the main areas of supervision,identify cross-cutting areas,and strengthen supervision of the society.Supervise and promote the landing of the comprehensive regulatory system.The powers of the grass-roots health administrative departments in the power list should correspond to their functions.By analyzing the scope of benefits and the advantages of local information,this paper believes that the primary functions and powers of grass-roots health administrative departments should be accompanied by small-scale access,health education,and health supervision.The community health service centers(stations)and the fight against illegal medical practices are adapted.In the conflict analysis module between the actual and the proper of the system,this paper believes that the institutional demand side shows the symptoms of the real difficulties of the realization of all the elements of the system,while the institutional supply side has the institutional environment,institutional arrangements,and institutional implementation mechanisms that are not Perfection,the former
