Under the background of the construction of medical associations across the country, this study selected the theme of effective allocation of doctor resources in public medical institutions in the field in Nanning. This study comprehensively uses multi-disciplinary theories such as incentive-health theory, force resource allocation theory, and health resource allocation theory. The study found that in the process of building a medical association in Nanning, there are serious shortages of doctor resources in primary medical institutions, sinking of doctor resources in high-level medical institutions, and imperfect other supporting conditions in the allocation of doctor resources. After further in-depth research,it was found that the above problems were caused by the unreasonable internal incentive mechanism of the medical association, the lack of scientific top-level design of doctor resources allocation, the lag of the reform of the personnel distribution system in the medical and health field, the weakening of the medical service supply side, and the demand for medical and health services. The situation is complicated, and the informationization conditions for the effective allocation of doctor resources are lagging.Based on the problems and reasons of the allocation of doctor resources within the Nanning Medical Association, combined with the experience of other regions, this study has specifically proposed to improve the welfare of doctors in primary health care institutions, increase the input of primary health care infrastructure, and explore scientific norms. The doctors’ allocation mechanism in the medical association, the informationization construction of the doctors’ resource allocation in the medical association, and the social identification of doctors in the primary medical institutions are optimized and rationalized.
