In recent years,the state has issued a series of policy documents to promote the development of basic medical insurance.The purpose is to ensure that everyone,including vulnerable groups,can enjoy the basic medical services provided by the government and further solve the problem of“difficult to see a doctor and expensive to see a doctor”.The problem can thus improve the health ofthe people.Among the factors affecting health output,in addition to health investment,health service efficiency is also an important factor.Therefore,health service efficiency is also an indicator that can measure people's health level.Therefore,it is necessary to study the development degree of China's basic medical insurance to China's health service efficiency.The impact of this is to determine whether the development of basic medical insurance has played a role in“efficiency”,thus providing empirical support for the development of the next step in the reform of the basic medical insurance system.This paper uses the data of 30 province-level administrative regions in China from 2007 to 2016.Firstly,the BCC-0 model in the super-efficiency DEA method is used to measure the health service efficiency,and it is divided into East,Central and Western regions for comparison.The average health service efficiency in the country has increased year by year.The health service efficiency of provincial administrative regions has fluctuated every year.However,in recent years,the growth momentum has been generally maintained.The central region has the highest health service efficiency score,followed by the eastern region.The lowest is the western region.Then establish the Tobit panel regression model,select the health service efficiency of the region as the explanatory variable,select the development degree of basic medical insurance as the explanatory variable,choose the number of hospitals,the hospital level,the number of hospital service personnel,the wealth level of residents,the education level,and the health expenditure.As a control variable,an empirical study conducted across the country has shown that there is no significant correlation between the overall level of basic medical insurance development across the country and the overall health service efficiency across the country.Selecting the same explanatory variables,explanatory variables and control variables to further study the relationship between the development degree of urban workers'medical insurance in different regions and the health service efficiency of the region,and found that only the development of basic medical insurance in the central region and the There is a significant positive correlation between regional health service efficiency,and there is no significant correlation between the development of basic medical insurance in the eastern and western regions and the health service efficiency in the region,and different regions including hospitals.The influence of internal control variables on the health service efficiency of different regions is also different.Therefore,it is concluded that while the state vigorously develops basic medical insurance,while paying attention to fairness,the attention to efficiency cannot be ignored,and it needs to be based on the Differences establish policies that are appropriate for the development ofbasic health insurance in the region.
