Study On Resource Allocation And Development Countermeasures Of Primary Medical And Health Institutions In Jilin City

Objective To understand the current situation,changes and utilization efficiency of resource allocation of primary medical and health institutions in Jilin city from 2013 to 2017,analyze the existing problems and causes of resource allocation of primary medical and health institutions in Jilin city,and put forward countermeasures to provide theoretical reference for scientific improvement of the distribution of medical and health resources in Jilin city.Method Using literature research,empirical research and quantitative analysis methods,such as in Jilin city basic medical and health institutions of health services,sanitation,health workers and health resources utilization situation were analyzed,and the use of Excel 2013 and Deap2.1 software for data processing,using the data envelopment analysis(DEA)to Jilin city in 2017 9 counties of grassroots health resource allocation and utilization efficiency evaluation,and combining with the country,the Jilin province and Jilin city policy content,use of policy text analysis method to evaluate Jilin city grassroots medical institutions and discussed.Results From 2013 to 2017,the total number of primary medical and health institutions,the number of health facilities,the number of health personnel,and the total number of medical and health visits in Jilin showed an increasing trend.In 2017,there were 128 community health service centers(stations),97 township hospitals,1,516 clinics(clinics and inpatient rooms),181 outpatient departments and 1,512 village clinics in Jilin city.The number of beds in primary medical and health institutions increased from 3,260 in 2013 to 3,434 in 2017.The number of health personnel in primary medical and health institutions increased from 11,208 in 2013 to 12,617 in 2017.In 2017,the number of health personnel in primary medical and health institutions reached 12,617.The capacity and level of primary medical services in Jilin have been continuously improved.In 2017,the total number of medical and health institutions in Jilin was 8.4665 million.According to the results of data envelopment analysis,the average comprehensive efficiency of the allocation of primary medical and health resources in 9 districts and counties of Jilin city is 0.91,with the highest value of 1.00 and the lowest value of 0.664 in9 districts and counties.The average pure technical efficiency was 0.98,with the highestvalue of 1.00 and the lowest value of 0.914 in 9 districts and counties.The average scale efficiency was 0.93,with the highest value of 1.00 and the lowest value of 0.73 in 9 districts and counties.Conclusion In the past five years,the comprehensive reform of primary medical and health institutions in Jilin has been steadily promoted,the allocation system of primary medical and health resources has been continuously improved,the allocation of primary medical and health resources in nine districts and counties has been improved,and the service system has been continuously improved.Although overall the allocation and utilization efficiency of primary medical and health institutions in Jilin City,there is also an imbalance between urban and rural allocation,which should be rationally allocated.Medical and health resources should be strengthened,basic medical service functions at the grass-roots level should be strengthened,welfare benefits of grass-roots health workers should be improved,and scientific development of grass-roots medical and health institutions should be promoted.
