Research On The Current Situation And Countermeasures Of Medical Security Of Rural Poor People Under The Background Of Health Poverty Alleviation

Health poverty alleviation is an important battle in the fight against poverty.It is related to the vital interests of the people and is related to poverty alleviation.China still faces the complicated situation of disease and poverty.Rural medical security is a basic task of rural construction in China.The heart of the rural poor population medical security system is an important part of the healthy China strategy and poverty alleviation.Poverty-stricken households are out of poverty and solve the problem of “returning to poverty due to illness and becoming poor due to illness” is the core issue of the health of the rural poor.Based on the background of China’s health poverty alleviation work,this paper takes the medical security of the rural poor as the research object,and combs the relevant theoretical foundations of welfare economics,health poverty theory,feasible ability theory and multi-dimensional collaborative governance theory.X County,a national key poverty-stricken county in Yunnan Province,was selected as a research case,using literature research method,on-siteinvestigation method,focus group interview method and mathematical statistics analysis method to collect relevant data and data,and systematically analyze rural poor population from qualitative and quantitative perspectives.The status quo of medical security.The problems of medical security for rural poor people are found: lack of human resources in rural health,insufficient service supply capacity of grassroots health institutions,imperfect policies for health and poverty alleviation,insufficient coordination capacity of grassroots departments and related organizations,weak government revenue growth,and medical security financing Sustainability faces challenges;the demand for medical security for residents continues to increase,and the irrational increase in medical expenses partially offsets the effect of medical security;the information management of medical institutions lags behind;public health prevention is inadequate.Safeguarding the health of the rural poor and implementing targeted health policies are powerful tools for poverty management and the policy focus of poverty alleviation work in China.Based on the above-mentioned problem diagnosis,the corresponding countermeasures are proposed as follows:(1)Establish a large medical security concept and strengthen the provision of health education and health promotion services.(2)Improve the basic personnel training system for basic doctors and improve the service capacity of primary health care institutions.(3)Establish a medical security model for multidimensional collaborative governance to comprehensively improve the level of medical security governance.(4)Establish a diversified financing mechanism for rural medical security and continue to increase investment in health and poverty alleviation funds.(5)Increase the reform of medical insurance payment methods and control the unreasonable growth of medical expenses.(6)Strengthen the construction of information management for health and poverty alleviation.
