Since the 21 st century,with the speeding up of globalization,the scale on the cross-border flow of human and logistics had rapid development.The country and people demanding for higher standard of safety and healthy,The situation of health quarantine prevention and control more severe because of the epidemic of Ebola hemorrhagic fever in West Africa,influenza A(H1N1)outbreak,respiratory syndrome in the Middle East and other international public health emergencies.It shows that frontier health and quarantine play an important role in national defense.At the same time,health and quarantine are facing unprecedented opportunities and challenges.In conclusion,the health quarantine of frontier ports plays an important role in safeguarding national security,protecting people’s health and promoting the harmonious development of society.Frontier port health and quarantine departments,as a law enforcement departments of entry-exit technology,must find their own deficiencies,improve their own systems and optimize their own systems to adapt to the development of the times,whether in conformity with the development trend of domestic government construction or in response to the problems brought by the rapid development of international trade.In this report,the existing problems of the health quarantine prevention and control system at Hebei Port are studied by the common methods of literature research,case study and comparative analysis.This paper expounds the concept and theoretical basis of frontier health and quarantine,and introduces the development process of frontier health and quarantine briefly.Taking Hebei Port as an example,it introduces the current situation of the health and quarantine prevention and control system at the port,and finds out the existing problems.The concrete manifestations are: incomplete legal support,unbalanced development of the core capacity of the port,unrealistic implementation of the joint prevention and control mechanism,and staff emergency response ability should be improved,discretion needs to be further standardized,the technical support capacity of International Travel Health Care Center is not fully developed,the coordination degree of administrative counterparts is not high,and the causes of the problems are analyzed.On this basis,the practices of Ningbo,Guangdong,Brisbane and Osaka are introduced.Finally,according to the actual situation of our country,measures to improve the relevant work are put forward: Promoting the revision of health and quarantine laws and regulations,strengthening the construction of health and quarantine personnel,boosting the monitoring capacity of imported infectious diseases at ports,enhancing the technical support capacity of health centers,establishing an efficient health and quarantine supervision model,building a long-term mechanism for the construction of port core competence,and improving the port public health crisis response system,provides new ideas and countermeasures for the improvement of Hebei Coastal Health Quarantine prevention and control system...
